കെഎസ്ആര്‍ടിസിയുടെ സ്കാനിയ യാത്രക്കാര്‍ക്ക് മികച്ച ആശ്വസമാകുമെന്ന കണക്കുകൂട്ടലിലായിരുന്നു പക്ഷെ അപകടകണക്കുകള്‍ ഇവനെ കൊലയാളിയാക്കി മാറ്റുന്നു
അന്തര്‍സംസ്ഥാന പാതകളിലോടുന്ന സ്കാനിയ ബസുകള്‍ കെഎസ്ആര്‍ടിസിക്കുണ്ടാക്കിയ നഷ്ടം കോടികളുടേത്.18 ബസുകളാണ് കേരള സര്‍ക്കാര്‍ വങ്ങിയത് ഇതിനായി ചെലവാക്കിയത് 4 കോടി രൂപ.നിരന്തം അപകടത്തില്‍പ്പെടുന്ന സ്‌കാനിയയിലേക്കിപ്പോള്‍ യാത്രക്കാര് ഭീതിയോടെയാണ് സമീപിക്കുന്നത്.കട്ടപ്പുറത്തായ ബസുകള്‍ ശരിയാക്കാന്‍ കെഎസ്ആര്‍ടിസി നഷ്ടപ്പെടുത്തിയത് 84.34 ലക്ഷം രൂപ.ഒരു ബസാകട്ടെ പൂര്‍ണമായും ഉപേക്ഷിക്കേണ്ടിയും വന്നു.അപകടത്തെ തുടര്‍ന്ന് 314 ദിവസം ബസ്സുകള്‍ ഓടിക്കാന്‍ കഴിയാത്ത അവസ്തുയുണ്ടി. ഇതുവഴി ദിവസം 80000 രൂപയുടെ നഷ്ടമാണ് കോര്പ്പറേഷന് ഉണ്ടായിരിക്കുന്നത്.
അലക്ഷ്യമായ ഡ്രൈവിംഗാണ് അപകടങ്ങളുടെ പ്രധാന കാരണക്കാരന്‍.
വോള്‍വോ ബസുകള്‍ക്ക് പകരമാണ് സ്‌കാനിയയിലേക്ക് കെ.എസ്.ആര്‍.ടി.സി. മാറിയതെങ്കിലും ഇന്ധനക്ഷമതയില്‍ സ്കാനിയ പിന്നിലാണ്. വോള്‍വോ ബസുകള്‍ക്ക് ലിറ്ററിന് 2.79 കിലോമീറ്ററാണ് ഇന്ധനക്ഷമത. സ്‌കാനിയയുടേത് 2.31 കിലോമീറ്ററും. സ്കാനിയയില് നിന്ന് ബസു വാങ്ങുമ്പോള്‍ അറ്റകുറ്റപ്പണിക്ക് കരാര്‍ ഉണ്ടാക്കാന്‍ കഴിയുമായിരുന്നു എന്നാല്‍ മാനേജ്മെന്റ് അതിന് ശ്രമിച്ചിട്ടില്ലെന്ന ആക്ഷേപമുണ്ട്.

വോള്‍വോ ബസുകള്‍ക്ക് പകരമാണ് സ്‌കാനിയയിലേക്ക് കെ.എസ്.ആര്‍.ടി.സി. മാറിയതെങ്കിലും ഇന്ധനക്ഷമതയില്‍ സ്കാനിയ പിന്നിലാണ്. വോള്‍വോ ബസുകള്‍ക്ക് ലിറ്ററിന് 2.79 കിലോമീറ്ററാണ് ഇന്ധനക്ഷമത. സ്‌കാനിയയുടേത് 2.31 കിലോമീറ്ററും. സ്കാനിയയില് നിന്ന് ബസു വാങ്ങുമ്പോള്‍ അറ്റകുറ്റപ്പണിക്ക് കരാര്‍ ഉണ്ടാക്കാന്‍ കഴിയുമായിരുന്നു എന്നാല്‍ മാനേജ്മെന്റ് അതിന് ശ്രമിച്ചിട്ടില്ലെന്ന ആക്ഷേപമുണ്ട്.

കെ.എസ്.ആർ.ടി.സി യെ ലാഭാത്തിലാക്കുന്നതിനായി സ്കാനിയ ബസുകളില്‍ നിന്ന് കണ്ടക്ടര്‍മാരെ ഒഴിവാക്കുന്നു. കേരള മോട്ടോർ വാഹന നിയമത്തിൽ നിന്ന് ഇളവു ലഭിക്കുന്നതിനായി കോര്പ്പറേഷന് സര്‍ക്കാരിനെ സമീപിക്കും.ഇപോഴത്തെ നിയമമനുസരിച്ച് ബസുകളില്‍ കണ്ടക്ടര്‍ നിര്‍ബന്ധമാണ്‌.90% ടിക്കട്ടുകളും ഇപ്പോള്‍ ഓണ്‍ലൈന്‍ വഴി ബുക്ക്‌ ചെയുന്നു .റിസർവേഷൻ ചാർട്ടും ടിക്കറ്റും പരിശോധിക്കാന്‍ ഇന്‍സ്പെക്ടര്‍മാരെ നിയമിക്കും. കെഎസ്ആര്‍ടിസി യുടെ ലൈന്‍ ഇന്‍സ്പെക്ടര്‍മാര്‍ അതാത് സ്ടോപുകളില്‍ പരിശോധനക്കുണ്ട്.അവര്‍ക്ക് ഡ്യൂട്ടി നല്‍കിയാല്‍ കണ്ട്ക്ടര്‍മാര്‍ക്ക് നല്‍കുന്ന സമ്പളം ലാഭിക്കാം.34.9 ലക്ഷം രൂപയാണ് ഡ്രൈവര്‍ ഉള്‍പെടെ സ്കാനിയ ബസുകള്‍ വാടകക്കെടുക്കാന്‍ ചെലവായത്.അന്യസംസ്ഥാനങ്ങളില്‍ ദീര്‍ഘദൂര ബസുകളില്‍ നിന്നും കണ്ടക്ടര്‍മാരെ നീക്കം ചെയ്തിട്ടുണ്ട്.സി സി ടി വി ക്യാമറ ,ജി പി എസ് സംവിധാനം ഇവ ഉപയോഗിച്ച് യാത്രക്കാരുടെ സുരക്ഷ ഉറപ്പു വരുത്തും.ബുദ്ധിമുട്ടേറിയ സാഹചര്യത്തിൽ 24 മണിക്കൂറും കൺട്രോൾ റൂമിൽ ബന്ധപ്പെടാന്‍ സാധിക്കും .

ആദ്യ നാലു ഷെഡ്യൂളുകളും കൂടി 96,883 രൂപയുടെ നഷ്ടമുണ്ടാക്കി
നഷ്ടത്തിലേക്ക് കൂപ്പു കുത്തുന്ന കെ.എസ്.ആര്‍.ടിയെ വീണ്ടും നഷ്ടത്തിലാക്കി വാടക സ്കാനിയ ബസ്സുകള്‍. ആദ്യ നാലു ഷെഡ്യൂളുകളും കൂടി 96,883 രൂപയുടെ നഷ്ടമാണ് ഉണ്ടാക്കിയത്.
സമയനിഷ്ഠയും അറ്റകുറ്റപ്പണി ചെലവ് ഒഴിവാകുന്നതും കണക്കിലെടുത്താണു സംസ്ഥാനാന്തര റൂട്ടില്‍ വാടക ബസുകള്‍ ഉപയോഗിക്കാന്‍ കെഎസ്ആര്‍ടിസി തീരുമാനിച്ചത്. ബംഗളൂരു, മണിപ്പാല്‍, സേലം, മധുര എന്നീ റൂട്ടുകളിലാണ് ആദ്യഘട്ടത്തില്‍ ഇവ ഓടിക്കുന്നത്. എന്നാല്‍ സര്‍വ്വീസ് ആരംഭിച്ച് ദിവസങ്ങള്‍ക്കുള്ളില്‍ തന്നെ നഷ്ടക്കണക്കുകള്‍ പുറത്തുവന്നു തുടങ്ങി. ബംഗളുരുവിലേക്കു സര്‍വീസ് നടത്തിയ മൂന്നു ബസുകള്‍ 63,642 രൂപ നഷ്ടമുണ്ടാക്കിയപ്പോള്‍ മൂകാംബികയിലേക്കു സര്‍വീസ് നടത്തിയ ബസ് 33,241 രൂപയുടെ നഷ്ടമാണ് ആദ്യ ഷെഡ്യൂളില്‍ ഉണ്ടാക്കിയത്.
നിലവില്‍ സര്‍വീസ് നടത്തിയിരുന്ന സ്കാനിയ ബസുകള്‍ പിന്‍വലിച്ചാണു വാടക സ്കാനിയ ബസുകള്‍ സര്‍വീസ് നടത്തുന്നത്.

നഷ്ടത്തില്‍ നിന്നും നഷ്ടത്തിലെക്ക് കൂപ്പ് കുത്തുന്ന കെ.എസ്.ആര്‍.ടിസിയിലെ വാടക സ്‌കാനിയായും നഷ്ടത്തിലേക്ക്. ഇതോടെ വാടക പരീക്ഷണം അവസാനിപ്പിക്കുകയാണ് ഗവ.മൂന്ന് വര്‍ഷത്തെ കരാര്‍ കാലാവധിയോടെ ഏറെ കൊട്ടിഘോഷിച്ച് നടപ്പാക്കിയ സംവിധാനം അവസാനിപ്പിക്കാനാണ് നിര്‍ദേശമെന്ന് മാധ്യം ദിനപ്പത്രം റിപ്പോര്‍ട്ട് ചെയ്യുന്നു. അഞ്ച് വാടക സ്‌കാനിയകള്‍ സര്‍വിസ് നടത്തുന്ന ഇനത്തില്‍ പ്രതിമാസം ശരാശരി 13 ലക്ഷം രൂപയാണ് കെ.എസ്.ആര്‍.ടി.സിക്ക് ബാധ്യത വരുന്നത്. ഒരു കിലോമീറ്റര്‍ ഓടുന്നതിന് 52 രൂപയാണ് വാടക വണ്ടികള്‍ക്ക് മൊത്തം ചെലവ്. എന്നാല്‍, ഒരു കിലോമീറ്ററിലെ വരുമാനമാകട്ടെ 46 രൂപയും. കഴിഞ്ഞ നവംബറില്‍ മാത്രം നഷ്ടം 21.50 ലക്ഷം രൂപ. മറ്റ് മാസങ്ങളിലെല്ലാം എട്ട് ലക്ഷം മുതല്‍ മുകളിലേക്ക് നഷ്ടമുണ്ടാകുന്നുണ്ടെന്നും കണക്കുകള്‍ വ്യക്തമാക്കുന്നു.

തിരുവനന്തപുരം, കൊച്ചി, കരിപ്പൂർ വിമാനത്താവളങ്ങളിൽ നിന്നും നഗരകേന്ദ്രങ്ങളിലേക്ക് കെ.എസ്.ആർ.ടി.സി. എയർപോർട്ട് സ്മാർട്ട് ബസ് ആരംഭിക്കും.ജൂലായ് മൂന്നുമുതൽ പരീക്ഷണാടിസ്ഥാനത്തിൽ ഒരുമാസത്തേക്ക്‌ ബസുകൾ ഓടിത്തുടങ്ങും. വാടക ബസുകളിലാണ് പരീക്ഷണം. പദ്ധതി ലാഭകരമാണെങ്കിൽ കൂടുതൽ ബസുകൾ വാടകയ്‌ക്കെടുക്കും.ഫോഴ്‌സ് മോട്ടോഴ്‌സുമായിട്ടാണ് പരീക്ഷണ ഓട്ടത്തിന് കരാർ ഒപ്പിടുന്നത്. ബസും ഡ്രൈവറും കമ്പനി സൗജന്യമായി നൽകും. ബസിന്റെ ഇന്ധനവും കണ്ടക്ടറും കെ.എസ്.ആർ.ടി.സിയുടെതാകും.മൂന്ന് ബസുകളാണ് ആദ്യഘട്ടത്തിൽ എത്തുക.വിമാനത്താവളങ്ങളിൽ നിന്നും യാത്രക്കാർ ഇറങ്ങിവരുന്നതിന്റെ തൊട്ടടുത്ത് കെ.എസ്.ആർ.ടി.സി.യുടെ സ്മാർട്ട് ബസ് ഉണ്ടാകും. വിമാനങ്ങൾ എത്തിച്ചേരുന്നതിന് അനുസരിച്ച് ബസുകളുടെ സമയം ക്രമീകരിക്കും. രാത്രിയും ബസുകളുണ്ടാകും. കൃത്യമായ സർവീസുകളായിരിക്കും സ്മാർട്ട് ബസിന്റെ പ്രത്യേകത. ശീതീകരിച്ച വാഹനത്തിൽ 21 സീറ്റുകളുണ്ട്.കേരളം ഒഴികെയുള്ള സംസ്ഥാനങ്ങളിൽ വിമാനത്താവളങ്ങളിൽ നിന്നും നഗരകേന്ദ്രങ്ങളിലേക്ക് ഇത്തരം ബസുകളുണ്ട്.
