വിദേശ രാജ്യങ്ങളില്‍ ശിക്ഷയനുഭവിക്കുന്നവര്‍ക്ക് നോര്‍ക്ക റൂട്ട്‌സ് നിയമ സഹായം
വിദേശ മലയാളികള്‍ക്ക് നിയമസഹായം നല്‍കാൻ കേരള സര്‍ക്കാര്‍ നോര്‍ക്ക റൂട്ട്‌സ് വഴി ‘നടപ്പാക്കുന്ന ''പ്രവാസി നിയമസഹായ'' പദ്ധതിക്ക് [ PLAC ] തുടക്കമായി . പ്രവാസിമലയാളികള്‍ അഭിമുഖീകരിക്കുന്ന നിയമപ്രശ്‌നങ്ങളില്‍ ആവശ്യമായ സഹായസഹകരണങ്ങള്‍ നല്‍കുകയാണ് ഇതിന്റെ ലക്ഷ്യം.ജോലി സംബന്ധമായവ, പാസ്‌പോര്‍ട്ട്, വിസ, മറ്റ് സാമൂഹ്യപ്രശ്‌നങ്ങള്‍ ഇവയെല്ലാം ഈ സഹായപദ്ധതിയുടെ പരിധിയില്‍ വരും. ശിക്ഷ, ജയില്‍വാസം, ഇതുമായി ബന്ധപ്പെട്ട ആശുപത്രി ചികിത്സ ഇവയും ഉള്‍പ്പെടുത്തിയിട്ടുണ്ട്. ജി.സി.സി രാജ്യങ്ങള്‍ക്ക് പുറമെ ഇറാക്കിലും മദ്ധ്യപൂര്‍വേഷ്യന്‍ രാജ്യങ്ങളിലും അധിവസി ക്കുന്നവര്‍ക്കാണ് ഈ സഹായം ലഭിക്കുന്നത്.അതാത് രാജ്യങ്ങളിലെ പ്രവാസി മലയാളി സാംസ്‌കാരിക സംഘടനകളുമായി സഹകരിച്ചാണ് പ്രവാസി നിയമ സഹായ സെല്ലിന് രൂപം കൊടുക്കുന്നത്.
ഇതിനായി ലീഗല്‍ ലെയ്‌സണ്‍ ഓഫീസർ നിയമനത്തിനുള്ള അപേക്ഷ ക്ഷണിച്ചിട്ടുണ്ട് .കേരളത്തില്‍ കുറഞ്ഞത് 2 വര്‍ഷം അഭിഭാഷകവൃത്തി ചെയ്തിട്ടുള്ളവരും (സ്ത്രീ/പുരുഷന്‍) അതാത് രാജ്യങ്ങളില്‍ നിയമപ്രശ്‌നങ്ങള്‍ കൈകാര്യം ചെയ്ത അനുഭവം ഉള്ളവരുമായവര്‍ക്കാണ് ലീഗല്‍ ലെയ്‌സണ്‍ ഓഫീസറായി നിയമനം ലഭിക്കാന്‍ അര്‍ഹതയുള്ളത്. പ്രവാസി മലയാളികളുടെ നിയമപരമായ കരുതല്‍ നടപടിയാണ് ഇതിലൂടെ ലക്ഷ്യമിടുന്നത്.

കേസുകളിൽപ്പെട്ട് വിദേശരാജ്യങ്ങളിൽ ജയിലുകളിലുള്ള മലയാളികൾക്ക് നിയമസഹായം നൽകാൻ സർക്കാർ പദ്ധതിയായി. ഇതിനായി നോർക്കയുടെ സഹായത്തോടെ ലീഗൽ ലെയ്സൺ ഓഫീസർ(എൽ.എൽ.ഒ.)മാരെ വിവിധ രാജ്യങ്ങളിൽ നിയമിക്കും. ജോലി, പാസ്പോർട്ട്, വിസ, വഞ്ചനക്കേസുകൾ എന്നിവയിൽപ്പെട്ട് ജയിലിലാവുന്നവർക്കാണ് പ്രയോജനം ലഭിക്കുക.ഗൾഫ് സഹകരണ കൗൺസിൽ (ജി.സി.സി.) രാജ്യങ്ങൾ, ഇറാഖ്, ദക്ഷിണപൂർവേഷ്യൻ രാജ്യങ്ങൾ എന്നിവിടങ്ങളിലുള്ളവർക്കാണ് സഹായം ലഭിക്കുക.
അംഗീകൃത പാസ്പോർട്ടും വിസയും ഉള്ളവർക്ക്, ജയിലിലുള്ള മലയാളികളുടെ ബന്ധുക്കൾക്കുമാണ് സഹായം ലഭിക്കുന്നത്.ലീഗൽ ലെയ്സൺ ഓഫീസർമാർ കേസുകൾ ഏറ്റെടുക്കുകയും ,ദയാഹർജി, നഷ്ടപരിഹാര ഹർജി എന്നിവയ്ക്ക് ഉപദേശവും സഹായവും,വിദേശ രാജ്യങ്ങളിൽനിന്നുള്ള നിയമസഹായം തുടങ്ങിയവയാകും ലഭിക്കുന്ന സഹായം.2018 ഓഗസ്റ്റിൽ കേന്ദ്ര വിദേശകാര്യമന്ത്രി പാർലമെന്റിൽ സമർപ്പിച്ച കണക്കനുസരിച്ച് 7,737 ഇന്ത്യക്കാരാണ് 77 വിദേശരാജ്യങ്ങളിലെ ജയിലുകളിലുള്ളത്. ഇതിൽ 17 ശതമാനത്തോളം മലയാളികളാണെന്നാണ് പ്രാഥമിക നിഗമനം.വിവരങ്ങൾ പുറത്തുവിടാൻ ചില രാജ്യങ്ങളിലെ നിയമവ്യവസ്ഥകൾ അനുവദിക്കാത്തതിനാൽ ജയിലുള്ളവരുടെ വ്യക്തമായ കണക്ക് സംസ്ഥാന സർക്കാരിലോ നോർക്ക റൂട്ട്സിലോ ഇല്ല.

ഒക്ടോബര്‍ 18 മുതല്‍ അമേരിക്കയില്‍ സന്ദര്‍ശനം നടത്തുന്ന ധനമന്ത്രിയെ സഹായം ഏല്‍പ്പിക്കാനുള്ള സംവിധാനം ഒരുക്കണം. നവകേരള നിര്‍മ്മാണത്തിന് അമേരിക്കന്‍ മലയാളികളുടെ സഹായം ആവശ്യമാണ്. ധനസമാഹരണത്തിനായി ക്രൗഡ് ഫണ്ടിങ് ഉള്‍പ്പെടെയുള്ള മാര്‍ഗങ്ങള്‍ ഉപയോഗിക്കണം. ഇത്തരത്തില്‍ സമാഹരിക്കുന്ന പണം തികച്ചും സുതാര്യമായി വിനിയോഗിക്കും. കേന്ദ്രം നല്‍കുന്ന ദേശീയ ദുരന്തനിവാരണ മാനദണ്ഡങ്ങള്‍ ലഭിക്കുന്ന പണം പുനരുദ്ധാരണത്തിന് മതിയാകില്ലെന്നും അദ്ദേഹം പറഞ്ഞു.
ലോകത്തിലെ ഏറ്റവും വലിയ സാമ്പത്തിക ശക്തിയാണ് അമേരിക്ക. ഇതിനാല്‍തന്നെ അമേരിക്കന്‍ മലയാളി സമൂഹം കേരളത്തെ അകമഴിഞ്ഞ് സഹായിക്കുമെന്നാണ് പ്രതീക്ഷിക്കുന്നത്. രാജ്യാന്തര തലത്തില്‍ പണം സമാഹരിക്കാനായി മൂന്ന് മാസത്തിനകം ധനദാതാക്കളുടെ സമ്മേളനം വിളിച്ചു ചേര്‍ക്കും. അമേരിക്കയില്‍ വ്യവസായ പദ്ധതികള്‍ വിജയകരമായി നടത്തുന്ന മലയാളികള്‍ കേരളത്തില്‍ നിക്ഷേപം നടത്താന്‍ തയ്യാറാകണമെന്നും മുഖ്യമന്ത്രി പറഞ്ഞു.
