कावेरी जल बंटवारे को लेकर तमिलनाडु और कर्नाटक के बीच जारी विवाद थमने का नाम नहीं ले रहा है.पिछले दिनों हुई हिंसा में तमिलों पर हमले के विरोध में आज तमिलनाडु बंद है..बंद को सफल बनाने के लिए डीएमके समेत तमाम सियासी दल सड़क पर हैं... चेन्नई में भी डीएमके कार्यकर्ताओं ने प्रदर्शन किया है। यहां डीएमके की नेता कनिमोझी भी मौजूद रहीं। पुलिस ने कनिमोझी को हिरासत में ले लिया। साथ ही चेन्नई में ही प्रदर्शन कर रहे डीएमके नेता एमके स्टालिन को भी हिरासत में लिया गया है, जबकि MDMK चीफ वाइको को भी पुलिस ने हिरासत में लिया है। वहीं तमिलनाडु के किसानों ने सैदापेट रेलवे स्टेशन के पास पटरियों पर लेटकर प्रदर्शन किया। जिससे ट्रेनों का आवाजाही कुछ देर के लिए बंद रही...बंद का तमिलनाडु में व्यापक असर देखा जा रहा है. राजधानी चेन्नई समेत तमाम इलाकों में दुकाने, दफ्तर, स्कूल कॉलेज बंद दिख रहे हैं. स्थिति को देखते हुए तमाम इलाकों में पुलिसकर्मियों की तैनाती बढ़ा दी गई है...आपको बता दें कि सुप्रीम कोर्ट ने कर्नाटक को 15 हजार क्यूसेक पानी तमिलनाडु को देने को कहा था. इसी मुद्दे को लेकर तमाम जगहों पर विरोध प्रदर्शन हुए. सुप्रीम कोर्ट ने 5 सितंबर को अपने आदेश में बदलाव करते हुए कर्नाटक से कहा कि वह 20 सितंबर तक तमिलनाडु को 12,000 क्यूसेक कावेरी का पानी दे. यह फैसला आने के कुछ ही घंटे बाद हिंसा शुरू हो गयी थी.

As the Cauvery water dispute heats up, acts of violence are being reported in Karnataka and Tamil Nadu.
Naam Tamilar Katchi party workers in Rameswaram in Tamil Nadu vandalised a bus from Karnataka and threatened its driver. A Kannadiga eatery was attacked with petrol bombs in Chennai’s Royapettah on Monday. Miscreants hurled crude petrol bombs damaging the glass doors of New Woodlands Hotel.
The attack comes day after a video showing a Tamil Nadu youth being assaulted by a group in Karnataka went viral on social media.
Incidents of violence have been reported in Karnataka as well.
Protests over Supreme Court’s order to release 12,000 cusecs of water to Tamil Nadu were witnessed in Karnataka.
Supreme Court, in its new judgement, has asked people not to take law into their hands.
According to reports, Karnataka CM Siddaramaiah will write to Jayalalithaa after attacks on hotel and buses linked to Cauvery row.

कावेरी जल विवाद पर सुप्रीम कोर्ट के फैसले के बाद एक बार फिर कनार्टक में जनजीवन प्रभावित हो रहा है। करीब 800 कन्नड़ समर्थक संगठनों ने कर्नाटक बंद में भाग लिया है। बंद से कनार्टक की रफ्तार थम सी गई है। सुप्रीमकोर्ट के फैसले का विरोध करते हुए एक हफ्ते से कम समय में यह दूसरी बार है, जब कर्नाटक बंद हुआ है। बंद के आह्वान को देखते हुए राज्य में सुरक्षा व्यवस्था कड़ी कर दी गई है और प्रदेश भर में अतिरिक्त सुरक्षा बल तैनात किए गए हैं। बंद का 3,800 पेट्रोल और डीज़ल पंपों ने भी समर्थन किया है। इतना ही नहीं, केबल ऑपरेटरों ने भी 53 तमिल चैनल ब्लॉक करके बंद का समर्थन किया है, साथ ही स्कूल और कॉलेज पूरी तरह से बंद हैं। सभी तरह के व्यापारिक कॉम्प्लैक्स और दुकानों में भी ताले लटक रहे हैं। होटल और रेस्टोरेंट के शटर भी आज नहीं खुले। ऑटो, बसों,और मेट्रो की रफ्तार भी रोक दी गई है। बेंगलूरु के सिनेमाघरों से तमिल फिल्में उतार दी गई हैं और यहां रहने वाली तमिल आबादी अपनी सुरक्षा को लेकर चिंतित है। आपको बता दें कि कर्नाटक सरकार ने सुप्रीम कोर्ट में तमिलनाडु को 10 क्यूसेक पानी रोज देने का प्रस्ताव दिया था, जबकि तमिलनाडु की मांग 20 हज़ार क्यूसेक पानी की थी। कोर्ट ने दोनों राज्यों की मांग के बाद 15 हज़ार क्यूसेक पानी का कोटा निर्धारित किया। लेकिन कर्नाटक की जनता कोर्ट के इस फैसले से संतुष्ट नहीं है। कर्नाटक का कहना है कि उनके पास खुद पर्याप्त पानी नहीं है, तो वह कहां से तमिलनाडु को देगा।

पानी की जंग में कर्नाटक और तमिलनाडु दिन ब दिन सुलगते जा रहे है। कावेरी जल विवाद को लेकर बेंगलुरु समेत कर्नाटक के कई हिस्सों में हिंसक प्रदर्शन जारी है। पुलिस ने भीड़ पर काबू पाने के लिए फायरिंग की, जिसमें एक व्यक्ति की मौत हो गई। जबकि एक अन्य घायल हो गया। वहीं बेंगलुरु में बिगड़े हालात के बाद धारा 144 लगा दी गई है, और बेंगलुरु में 16 थाना क्षेत्रों में कर्फ्यू लगा दिया गयाहै। हालात इतने बेकाबू हो गए है कि उपद्रवियों को देखते ही गोली मारने तक के आदेश दिए गए है...दोनों राज्यों में शांति बनाने के लिए लगातार लोगों से शांति बनाए रखने की अपील की जा रही है...वहीं इस मामले में कर्नाटक के मुख्यमंत्री सिद्धारमैया ने तमिलनाडु की सीएम जयललिता को पत्र लिखकर दोनों राज्यों के बीच मैत्री कायम रखने में सहयोग करने का अनुरोध किया है। कर्नाटक और तमिलनाडु की हिंसा से केंद्र सरकार भी एक्शन में है...केंद्रीय गृह मंत्री राजनाथ सिंह ने दोनों राज्यों के मुख्यमंत्रियों से बात की है.. साथ ही केंद्र की तरफ से पूरी मदद का आश्वासन दिया है।

आज कर्नाटक जिस विवाद को लेकर सुलग रहा है। उसका एक लंबा इतिहास रहा है। कावेरी नदी जल विवाद पर कानूनी शुरूआत 1892 और 1924 को हुए समझौतों की वजह से हुई जोकि मैसूर के राजपरिवार और मद्रास प्रेसिडेंसी के बीच हुर्ई थी। सुप्रीम कोर्ट की दखल के बाद केंद्र सरकार ने 1990 में कावेरी जल विवाद ट्रिब्यूनल का गठन किया..1991 में न्यायाधिकरण ने एक अंतरिम आदेश पारित किया जिसमें कहा गया था कि कर्नाटक कावेरी जल का एक तय हिस्सा तमिलनाडु को देगा। हर महीने कितना पानी छोड़ा जाएगा, ये भी तय किया गया। हालांकि इस पर कोई अंतिम फैसला नहीं हुआ। इस बीच तमिलनाडु इस अंतरिम आदेश को लागू करने के लिए जोर देने लगा। आदेश को लागू करने के लिए एक याचिका भी तमिलनाडु ने उच्चतम न्यायालय में दाखिल की। इसके बाद मामला और जटिल होता गया। साल 2007 में ट्रिब्यूनल ने अपना अंतिम फैसला देते हुए कहा कि तमिलनाडु को 419 TMCFT पानी मिलना चाहिए, कोर्ट ने जो आदेश दिया है, ये उसका दोगुना है यही वजह है कि कर्नाटक इस आदेश से संतुष्ट नही है। 2007 के आर्डर से पहले तलिमनाडु ने 562 TMCFT पानी की मांग की जो कि कावेरी बेसिन में मौजूद पानी का तीन चौथाई हिस्सा था। इसके बाद इस साल अगस्त में तमिलनाडु सरकार ने कहा कि कर्नाटक ने कम पानी छोड़ा है.. वही कर्नाटक सरकार ने कहा कि वो कावेरी का और पानी तमिलनाडू को नहीं दे सकते क्योंकि कम बारिश की वजह से पानी का रिजर्व आधा है
