എന്നാൽ രാജ്യത്ത് നേരിട്ടെത്തി മാത്രമേ വോട്ടവകാശം വിനിയോഗിക്കാൻ കഴിയൂ. ഇതിനെതിരെ ദുബായിലെ സംരംഭകൻ ഡോ. വി.പി. ഷംഷീർ സുപ്രീം കോടതിയെ സമീപിക്കുകയായിരുന്നു. തുടർന്ന് പ്രവാസികൾക്ക് കൂടി സമ്മതിദാനാവകാശം വിനിയോഗിക്കാവുന്ന രീതിയിൽ തിരഞ്ഞെടുപ്പ് ചട്ടം ഭേദഗതി ചെയ്യാൻ ചീഫ് ജസ്റ്റിസ് ദീപക് മിശ്ര അധ്യക്ഷനായ ബെഞ്ച് കേന്ദ്രസർക്കാരിനോട് ആവശ്യപ്പെട്ടത് .

Replacing the Lighthouse Act 1927, The 'Marine Aids to Navigation Bill 2021 proposes to update the legal framework for new technologies used in vehicle navigation — like radar, radar beacons, vessel traffic service (equipment used to monitor vehicle locations) and Long Range Identification and Tracking systems also used for monitoring ship locations.
The Bill would punish those who damage lighthouses as well as equipments in lighthouses.
The Bill also proposes to legally synchronize norms of India with the International Association of Marine Aids to Navigation and Lighthouse Authorities Maritime Buoyage System.
