    प्रधानमंत्री नरेन्द्र मोदी के सकारात्मक रुख के बावजूद देश में लोकतंत्र और चुनाव सुधार की दिशा में सालों से शिद्दत से काम कर रही संस्थाएं और शख्सियतें भी महसूस करने लगी हैं कि यदि देश में लोकतंत्र और चुनाव सुधार के लिए कोई उम्मीद है तो वो केवल सुप्रीम कोर्ट ही है ---नयी दिल्ली के इंडिया हैबिटेट सेंटर में भारतीय मतदाता संगठन की पहल पर हो रही कई सामाजिक कार्यकर्ताओं,एनजीओ की इस मीटिंग का भी यही नतीजा रहा है --देश की राजधानी दिल्ली में शायद यह पहला मौक़ा था की लोकतंत्र और चुनाव सुधार के लिए संघर्ष कर रही जानी मानी एनजीओ , सामाजिक कार्यकर्ता, पूर्व प्रशासनिक अधिकारी , न्यायधीश , ने एक साथ बैठकर इस विषय पर गहन चर्चा की हो --भारतीय मतदाता संगठन के अध्यक्ष डॉ रिखब चंद जैन ने इस मीटिंग की शुरुआत तो इस विषय से की थी कि जिन चुनाव सुधारों की सिफारिशें चुनाव आयोग , विधि आयोग कर चुका है , और जिनकी मांग देश भर के जाने माने सामाजिक कार्यकर्ता कर रहे है , जिन बिंदुओं से सभी पार्टियां सैद्धांतिक रूप से सहमत भी है उन्हें लागू करने का दबाव कैसे बनाया जाए.... इन तमाम विषयों पर गहन चर्चा तो जरूर हुयी लेकिन सभी इस बात से भी सहमत नज़र आये कि राजनैतिक पार्टियों की कथनी और करनी में फर्क है ,लिहाज़ा सभी को एक मन और एक मंच से सुप्रीम कोर्ट का ही दरवाजा खटखटाना चाहिए

    देशभर में चुनाव सुधार और लोकतंत्र के विकास की दिशा में काम कर रहे भारतीय मतदाता संगठन ने 10 मई 2017 को दिल्ली के इंडिया हैबिटैट सेंटर में 'विचार गोष्ठी' का आयोजन किया....constitution क्लब में आयोजित इस चर्चा में देश के जाने-माने मीडिया संस्थान के प्रमुख संपादक और पत्रकारों के साथ साथ भारत के पूर्व चुनाव आयुक्त वीएस संपत मुख्य वक्ता के रूप में मौजूद थे --चर्चा की शुरुआत संगठन के प्रमुख डॉ. रिखब चंद जैन ने की....उन्होंने कहा कि विवादित विषयों के पीछे प्रत्येक रूलिंग पार्टी की सरकार पिछले कई सालों से लगी हुयी है....फिर चुनाव आयोग और विधि आयोग में सुधार और चुनाव सुधार के लिए फौरी तौर पर कानून क्यूँ नही बन रहा है.
    इसके साथ ही रिखब चंद जी ने आवश्यकता होने पर इस विषय पर पार्लियामेंट का एक स्पेशल सेशन बुलाने और इसमें बदलाव के लिए एक प्रस्तावित बिल प्रस्तुत करने की भी बात कही...देश के पूर्व मुख्य चुनाव आयुक्त वीएस संपत ने चुनाव सुधार और लोकतान्त्रिक विकास के आड़े आ रही व्यवहारिक दिक्कतों पर चिंता व्यक्त की .
