കെ.എസ്.ആര്‍.ടി.സിയില്‍ ടോമിന്‍ തച്ചങ്കരി കൊണ്ടു വന്ന പരിഷ്‌കാരങ്ങള്‍ യൂണിയനുകള്‍ അട്ടിമറിക്കാന്‍ ശ്രമം തുടങ്ങിയതോടെ ചിലയിടങ്ങളില്‍ സര്‍വീസുകള്‍ മുടങ്ങി.
ദീര്‍ഘ ദൂര സര്‍വീസുകള്‍ വൈകി. ശനിയാഴ്ച രാവിലെ ഡ്രൈവര്‍ കം കണ്ടക്ടര്‍ ഡ്യൂട്ടിക്ക് എത്തിയ ജീവനക്കാരനെ ബസില്‍ നിന്ന് ഇറക്കിവിട്ട സംഭവത്തിന് പിന്നാലെയാണ് സംസ്ഥാനത്തിന്റെ പലഭാഗത്തും സര്‍വീസ് വൈകുകയും മുടങ്ങുകയും ചെയ്തതായി റിപ്പോര്‍ട്ട് ചെയ്തത്. കെ.എസ്.ആര്‍.ടി.സി.യിലെ കണ്ടക്ടര്‍, ഡ്രൈവര്‍ സംഘടനകളുടെ തര്‍ക്കത്തെത്തുടര്‍ന്നാണ് ബസ് സര്‍വീസുകള്‍ മുടങ്ങിയത്. വെള്ളിയാഴ്ച രാത്രി തിരുവനന്തപുരത്തു നിന്നും കട്ടപ്പനയിലേക്കുള്ള ബസ്, ഡ്രൈവര്‍ ഇല്ലാത്തതിനാല്‍ ഒന്നരമണിക്കൂര്‍ വൈകിയാണ് പുറപ്പെട്ടത്. സിംഗിള്‍ ഡ്യൂട്ടി ഏര്‍പ്പെടുത്തിയതും ഡ്രൈവര്‍ കം കണ്ടക്ടര്‍ സംവിധാനം കൊണ്ടു വന്നതും യൂണിയന്‍ നേതാക്കള്‍ക്കിടയില്‍ അമര്‍ഷത്തിന് കാരണമായിരുന്നു. സ്വകാര്യ ബസുകള്‍ക്ക് വേണ്ടി വിട്ടു വീഴ്ച ചെയ്യുന്നതു മുതല്‍ ഡ്യൂട്ടി ക്രമീകരിച്ച് ഇടക്കുള്ള ദിവസങ്ങളില്‍ മറ്റ് ജോലികള്‍ക്ക് പോകുന്നത് വരെയുള്ള കാര്യങ്ങളില്‍ തച്ചങ്കരിയുടെ നിര്‍ദേശ പ്രകാരം പിടിവീണിരുന്നു.
എം.ഡി. സ്ഥാനത്തു നിന്നും ടോമിന്‍ തച്ചങ്കരി മാറിയെങ്കിലും ഇദ്ദേഹം ഇറക്കിയ ഉത്തരവുകള്‍ ഇപ്പോഴും നിലവിലുണ്ട്.
സംഘടിതമായി ഈ തീരുമാനങ്ങള്‍ അട്ടിമറിക്കാനാണ് തൊഴിലാളിസംഘടനകളുടെ ശ്രമം. അതിനിടെ, എം.ഡി. മാറിയതോടെ ഡിപ്പോ ഭരണം മുമ്പത്തെപോലെ കൈയടക്കാന്‍ യൂണിയനുകള്‍ ശ്രമം തുടങ്ങി. മാനേജ്മെന്റ് പൊടുന്നനെ നിഷ്‌ക്രിയമായതും യൂണിയനുകള്‍ക്ക് ഊര്‍ജം പകരുന്നു. ഡിപ്പോകളിലെ ഡ്യൂട്ടികള്‍ പഴയപടി സീനിയോറിറ്റി അടിസ്ഥാനത്തില്‍ വീതം വയ്ക്കാനാണ് നീക്കം. യൂണിയന്‍നേതാക്കള്‍ക്ക് സൗകര്യപ്രദമായ ഡ്യൂട്ടി തിരഞ്ഞെടുക്കാന്‍ ഇതുവഴി കഴിയും.
അതേസമയം, ശനിയാഴ്ച തിരുവനന്തപുരത്ത് കണ്ടക്ടര്‍ ഡ്യൂട്ടിക്ക് കയറാന്‍ തുടങ്ങിയ ഡ്രൈവറെ പുറത്താക്കിയത് ഡ്രൈവര്‍-കം-കണ്ടക്ടര്‍ സംവിധാനം അട്ടിമറിക്കാനുള്ള നീക്കമാണെന്ന ആരോപണം കെ.എസ്.ആര്‍.ടി.സി. എംപ്ലോയീസ് അസോസിയേഷന്‍ ജനറല്‍ സെക്രട്ടറി സി.കെ. ഹരികൃഷ്ണന്‍ നിഷേധിച്ചു. എട്ടുമണിക്കൂറില്‍താഴെ സ്റ്റീയറിങ് ഡ്യൂട്ടിയുള്ള സര്‍വീസുകള്‍ക്ക് തച്ചങ്കരിയുടെ കാലത്തുതന്നെ ഡ്രൈവര്‍-കം-കണ്ടക്ടര്‍ സമ്പ്രദായം വേണ്ടെന്ന ഉ.

ദീര്‍ഘ ദൂര സര്‍വീസുകള്‍ വൈകി. ശനിയാഴ്ച രാവിലെ ഡ്രൈവര്‍ കം കണ്ടക്ടര്‍ ഡ്യൂട്ടിക്ക് എത്തിയ ജീവനക്കാരനെ ബസില്‍ നിന്ന് ഇറക്കിവിട്ട സംഭവത്തിന് പിന്നാലെയാണ് സംസ്ഥാനത്തിന്റെ പലഭാഗത്തും സര്‍വീസ് വൈകുകയും മുടങ്ങുകയും ചെയ്തതായി റിപ്പോര്‍ട്ട് ചെയ്തത്. കെ.എസ്.ആര്‍.ടി.സി.യിലെ കണ്ടക്ടര്‍, ഡ്രൈവര്‍ സംഘടനകളുടെ തര്‍ക്കത്തെത്തുടര്‍ന്നാണ് ബസ് സര്‍വീസുകള്‍ മുടങ്ങിയത്. വെള്ളിയാഴ്ച രാത്രി തിരുവനന്തപുരത്തു നിന്നും കട്ടപ്പനയിലേക്കുള്ള ബസ്, ഡ്രൈവര്‍ ഇല്ലാത്തതിനാല്‍ ഒന്നരമണിക്കൂര്‍ വൈകിയാണ് പുറപ്പെട്ടത്. സിംഗിള്‍ ഡ്യൂട്ടി ഏര്‍പ്പെടുത്തിയതും ഡ്രൈവര്‍ കം കണ്ടക്ടര്‍ സംവിധാനം കൊണ്ടു വന്നതും യൂണിയന്‍ നേതാക്കള്‍ക്കിടയില്‍ അമര്‍ഷത്തിന് കാരണമായിരുന്നു. സ്വകാര്യ ബസുകള്‍ക്ക് വേണ്ടി വിട്ടു വീഴ്ച ചെയ്യുന്നതു മുതല്‍ ഡ്യൂട്ടി ക്രമീകരിച്ച് ഇടക്കുള്ള ദിവസങ്ങളില്‍ മറ്റ് ജോലികള്‍ക്ക് പോകുന്നത് വരെയുള്ള കാര്യങ്ങളില്‍ തച്ചങ്കരിയുടെ നിര്‍ദേശ പ്രകാരം പിടിവീണിരുന്നു.
എം.ഡി. സ്ഥാനത്തു നിന്നും ടോമിന്‍ തച്ചങ്കരി മാറിയെങ്കിലും ഇദ്ദേഹം ഇറക്കിയ ഉത്തരവുകള്‍ ഇപ്പോഴും നിലവിലുണ്ട്.
സംഘടിതമായി ഈ തീരുമാനങ്ങള്‍ അട്ടിമറിക്കാനാണ് തൊഴിലാളിസംഘടനകളുടെ ശ്രമം. അതിനിടെ, എം.ഡി. മാറിയതോടെ ഡിപ്പോ ഭരണം മുമ്പത്തെപോലെ കൈയടക്കാന്‍ യൂണിയനുകള്‍ ശ്രമം തുടങ്ങി. മാനേജ്മെന്റ് പൊടുന്നനെ നിഷ്‌ക്രിയമായതും യൂണിയനുകള്‍ക്ക് ഊര്‍ജം പകരുന്നു. ഡിപ്പോകളിലെ ഡ്യൂട്ടികള്‍ പഴയപടി സീനിയോറിറ്റി അടിസ്ഥാനത്തില്‍ വീതം വയ്ക്കാനാണ് നീക്കം. യൂണിയന്‍നേതാക്കള്‍ക്ക് സൗകര്യപ്രദമായ ഡ്യൂട്ടി തിരഞ്ഞെടുക്കാന്‍ ഇതുവഴി കഴിയും.

എം പാനല്‍ ജീവനക്കാരെ പിരിച്ചുവിട്ടതിനെ തുടര്‍ന്ന് സംസ്ഥാനത്തുടനീളം ഇന്നും നിരവധി കെഎസ്ആര്‍ടിസി സര്‍വീസുകള്‍ മുടങ്ങി.
ഹൈക്കോടതിവിധി പാലിക്കുന്നതിന്റെ ഭാഗമായി കെ.എസ്.ആർ.ടി.സി. 3861 താത്കാലിക കണ്ടക്ടർമാരെ പിരിച്ചുവിട്ടു. പി.എസ്.സി. പട്ടികയിലുള്ളവരെ നിയമിക്കാൻ നടപടിയെടുക്കാത്തതിൽ ഹൈക്കോടതി തിങ്കളാഴ്ചയും അതൃപ്തി പ്രകടിപ്പിച്ചതിനിടെയാണ് നടപടി.
രാവിലെ പതിവുപോലെ ജോലിക്കെത്തിയപ്പോഴാണ് പുറത്തായ വിവരം മിക്കവരും അറിയുന്നത്.
പലരും പൊട്ടിക്കരഞ്ഞു. പത്തുവർഷത്തോളം സർവീസുള്ളവർവരെ ജോലി നഷ്ടമായ കൂട്ടത്തിലുണ്ട്. കോട്ടയത്ത് കെ.എസ്.ആർ.ടി.സി. ബസ്‌സ്റ്റാൻഡ് കെട്ടിടത്തിനു മുകളിൽ കയറി ജീവനക്കാരൻ ആത്മഹത്യാഭീഷണി മുഴക്കി. കണ്ടക്ടർ കുട്ടനാട്‌ മിത്രക്കരി വി.എസ്. നിഷാദാണ് ആത്മഹത്യയ്ക്ക് ശ്രമിച്ചത്. സഹപ്രവർത്തകർ ഇടപെട്ട് അനുനയിപ്പിച്ച് താഴെയിറക്കി.

ഒറ്റയടിക്ക് ഇത്രയുംപേർ പുറത്തായതോടെ പലയിടത്തും കെ.എസ്.ആർ.ടി.സി. സർവീസ് മുടങ്ങി.
മധ്യ-വടക്കൻ ജില്ലകളിലാണ് കൂടുതൽ ബാധിച്ചത്. ബസുകൾ മുടങ്ങുന്നത് ഒഴിവാക്കാൻ മാനേജ്മെന്റ് നടപടി തുടങ്ങി. അധിക ഡ്യൂട്ടിചെയ്യാൻ സ്ഥിരജീവനക്കാരെ പ്രേരിപ്പിക്കാനായി അധിക ഡ്യൂട്ടിക്ക് പ്രതിഫലം ഉൾപ്പെടെ ഉയർത്തി. രാവിലെ എട്ടു മണി വരെയുള്ള ഇരുന്നൂറോളം സര്‍വീസുകള്‍ മുടങ്ങി. തിരുവനന്തപുരത്ത് വിവിധ ഡിപ്പോകളില്‍ നിന്നായി മുപ്പതോളം സര്‍വീസുകളാണ് നിര്‍ത്തിവെച്ചിരിക്കുന്നത്. ടൗണ്‍ ടു ടൗണ്‍ സര്‍വീസുകളാണ് ഇതിലേറെയും. അതേ സമയം ദീര്‍ഘദൂര സര്‍വീസുകള്‍ മുടക്കം കൂടാതെ നടത്താന്‍ കെഎസ്ആര്‍ടിസി എംഡി നിര്‍ദേശിച്ചിട്ടുണ്ട്.
കൊച്ചിയില്‍ പുലര്‍ച്ചെ മുതല്‍ ഓടേണ്ട 62 ല്‍ 24 ഓളം സര്‍വീസുകള്‍ മുടങ്ങി.
തിരു-കൊച്ചി സര്‍വീസുകളേയും ജനറല്‍ സര്‍വീസുകളേയുമാണ് ജീവനക്കാരില്ലാത്തത് ബാധിച്ചിരിക്കുന്നത്. മലബാറില്‍ രാവിലെ ഏഴ് മണിവരെയുള്ള കണക്കുകള്‍ പ്രകാരം 79 സര്‍വീസുകള്‍ മുടങ്ങിയിട്ടുണ്ട്. കാസര്‍ഗോഡും കോഴിക്കോടും 15
