Rahul Gandhi said that BJP's big balloon of 'India Shining' had exploded in the past, and this new balloon of 'Gujarat Model' that the party has created will also burst, with more intensity than the previous one.
'BJP needs to realize that the Gujarat model will not work in the entire country. Under the BJP-AGP government, Assam grew only at 2 percent, with limited development, but under the Congress, the growth rate has been 13 percent. Every state is different and needs its own model to succeed,' he said. 'We want to empower you, which is why we have established 6 Autonomous Councils and 18 Development Councils and put power in your hands. The Centre has also established IIT, IIIT, NID, RGIPT, three medical colleges, and a Central University for Assam' he added..

Addressing a public rally in Assam, Congress Vice President Rahul Gandhi said the peace and prosperity the region has experienced in the last few years is because of UPA government and efforts of a Chief Minister like Tarun Gogoi. He said there are two types of leaders -- one who gives power to people, and the other who extracts power from people. He said he believed in the former, and wants to empower the youth, women and tribes of Assam so that the state develops more and pushes India towards further development. Stressing on the need for inclusive development, he said its not the leaders who change the world but common citizens.
Giving credit to the women of Assam, Gandhi said the fruits of development being enjoyed by every native of Assam is because of the hard work and commitment of women. He said initiatives like Self help groups, infrastructural works like PMGSY, dedicated freight corridor, MGNREGA and RTI, together make a formidable front against corruption. He promised the Congress was determined to bring Right to Health.

Stating that the opposition makes false claims about development of infrastructure, the Rahul Gandhi highlighted that the UPA government made three times the number of roads in five years in comparison to the NDA government for the same period. He also mentioned that the opposition was against statehood for Himachal, but today tries to take the credit for creating the state, a decision that was actually taken by the Congress.
Rahul Gandhi stressed that revamping the education system, to provide better access to higher education opportunities would be a priority for the Congress in Himachal. Already this year, 15 new degree colleges and 4 new medical colleges have been set up in Himachal Pradesh.

'They don't realize that the Congress party is not an entity, it is an ideology. Every person in India irrespective of their religion and caste has this ideology in them,' he said.
