മുന്നോക്ക സമുദായത്തിലെ സാമ്പത്തികമായി പിന്നാക്കം നില്‍ക്കുന്നവര്‍ക്ക് 10 ശതമാനം സംവരണം നല്‍കാന്‍ കേന്ദ്ര സര്‍ക്കാര്‍ തീരുമാനിച്ചു.
പ്രധാനമന്ത്രി നരേന്ദ്ര മോദി വിളിച്ചുചേര്‍ത്ത അടിയന്തര മന്ത്രിസഭാ യോഗമാണ് ഈ തീരുമാനം കൈക്കൊണ്ടത്. ഇതിനായി ഭരണഘടനാ ഭേദഗതി കൊണ്ടുവരും. വാര്‍ഷിക വരുമാനം എട്ട് ലക്ഷത്തില്‍ താഴെയുള്ളവര്‍ക്കായിരിക്കും സംവരണം. സര്‍ക്കാര്‍ ജോലികളിലും വിദ്യാഭ്യാസ സ്ഥാപനങ്ങളിലുമാണ് സംവരണം നല്‍കുക.സാധാരണ ബുധനാഴ്ച്ചകളിലാണ് മന്ത്രിസഭാ യോഗം ചേരുന്നത്. എന്നാല്‍ തിങ്കളാഴ്ച അടിയന്തരമായി മന്ത്രിസഭാ യോഗം വിളിച്ചുചേര്‍ക്കുകയായിരുന്നു. പാര്‍ലമെന്റ് സമ്മേളനം നടക്കുന്നതിനാല്‍ തീരുമാനം ഔദ്യോഗികമായി പ്രഖ്യാപിച്ചിട്ടില്ല.സാമ്പത്തിക സംവരണ വിഷയം 2019 ലോക്‌സഭ തിരഞ്ഞെടുപ്പിന്റെ പ്രധാന അജണ്ടയായി ഇതിലൂടെ ബിജെപി അവതരിപ്പിക്കുകയാണ്. കേരളത്തില്‍ എന്‍എസ്എസ് അടക്കമുള്ള സംഘടനകള്‍ ഏറെക്കാലമായി ഉന്നയിക്കുന്ന വിഷയമാണ് സാമ്പത്തികമായി പിന്നാക്കം നില്‍ക്കുന്നവര്‍ക്ക് സംവരണം വേണമെന്നത്. പാര്‍ലമെന്റ് സമ്മേളനം തീരാന്‍ ഒരു ദിവസം മാത്രമുള്ളപ്പോഴാണ് ഈ തീരുമാനം വന്നിരിക്കുന്നത്. നാളത്തന്നെ സംവരണം വ്യവസ്ഥ ചെയ്യുന്ന ബില്‍ പാര്‍ലമെന്റില്‍ അവതരിപ്പിച്ചേക്കും. രാജ്യസഭയില്‍ ബില്‍ പാസാകാനുള്ള സാധ്യത കുറവാണ്. അങ്ങനെ സംഭവിച്ചാല്‍ അടുത്ത തവണ അധികാരത്തിലെത്തിയാല്‍ സാമ്പത്തിക സംവരണം എന്ന വാഗ്ദാനവുമായിട്ടായിരിക്കും മോദി സര്‍ക്കാര്‍ തിരഞ്ഞെടുപ്പിനെ നേരിടുക.

Narendra Modi Cabinet on Monday approved a proposal for a 10% quota that is to be used to give reservations to economically backward sections of upper caste communities. The quota would require a Constitutional amendment to make it happen.
The Cabinet approval would give the government the go-ahead to explore amendments to Articles 15 and 16 of the Constitution, sources have told Zee Media. However, with only the Budget Session of Parliament left before the elections, it is highly unlikely that the government would be able to get such an amendment passed in time for coming 2019 lok Sabha elections.
However, a bill for the Constitutional amendment is likely to be moved in Parliament on Tuesday.
Sources have said the new quota would have to be implemented in a 50+10 percent formula. This is meant to apply to direct recruitment and for admission in higher educational institutions.
The reservation for the economically backward sections of the upper caste communities cutting across religious lines are the intended beneficiaries of the quota.
