സബ്സിഡികള്‍ ആധാറുമായി ബന്ധപ്പെടുത്തി വിതരണം ചെയ്യാന്‍ കഴിഞ്ഞതിലൂടെ രാജ്യത്തിന് 90,000 കോടി രൂപ ലാഭിക്കാനായെന്ന് കേന്ദ്ര ധനമന്ത്രി അരുണ്‍ ജെയ്റ്റി‍ലി അറിയിച്ചു.തന്‍റെ ഫേസ്ബുക്ക് ബ്ലോഗിലുടെയാണ് ധനമന്ത്രി ഇക്കാര്യങ്ങള്‍ വ്യക്തമാക്കിയത്.
ആനുകൂല്യങ്ങള്‍ വ്യാജമായി കൈപ്പറ്റിയിരുന്ന നിരവധി വ്യാജ ഗുണഭോക്താക്കളെ ഒഴിവാക്കിയതിലൂടെയാണ് സര്‍ക്കാരിന് ഈ നേട്ടം സ്വന്തമാക്കാനായതെന്നും അദ്ദേഹം അഭിപ്രായപ്പെട്ടു. കേന്ദ്ര സര്‍ക്കാര്‍ നടപ്പാക്കുന്ന സമഗ്ര ആരോഗ്യ സംരക്ഷണ പദ്ധതിയായ ആയുഷ്മാന്‍ ഭാരത് പോലെയുളള വലിയ ക്ഷേമ പരിപാടികള്‍ നടത്താന്‍ ആധാറിന്‍റെ ഉപയോഗത്തിലൂടെ എളുപ്പത്തില്‍ സാധിക്കുമെന്നും ധനമന്ത്രി പറഞ്ഞു.

ഇതുവരെ ആധാറിലൂടെ വിതരണം ചെയ്തത് 1,68,868 കോടി രൂപയാണെന്നും അദ്ദേഹം വ്യക്തമാക്കി. 2016 ല്‍ ആധാര്‍ ബില്‍ പാര്‍ലമെന്‍റ് പാസാക്കിയ ശേഷം 28 മാസങ്ങള്‍ കൊണ്ട് 122 കോടി ആളുകകള്‍ക്ക് ആധാര്‍ നമ്പര്‍ നല്‍കി. 18 വയസ്സിന് മുകളിലെ രാജ്യത്തെ 99 ശതമാനം ആളുകള്‍ക്കും ആധാര്‍ ലഭിച്ചതായി ധനമന്ത്രി വ്യക്തമാക്കുന്നു..

റബ്ബര്‍ ഇറക്കുമതിയും അതുമൂലമുണ്ടാവുന്ന വിലയിടിവും തുടരുമ്പോള്‍ കേന്ദ്ര സർക്കാരിൻറെ ലാഭം പ്രതിവര്‍ഷം 2000 കോടിരൂപ എന്നാൽ കര്‍ഷകര്‍ക്കുണ്ടാവുന്ന നഷ്ടം പ്രതിവര്‍ഷം 11000 കോടി രൂപയാണ് .ഏഴുവര്‍ഷത്തിനുശേഷം റബ്ബര്‍ കൃഷിക്ക് നല്ല കാലം വരുമെന്ന് പ്രചരിപ്പിക്കുന്ന 'സുസ്ഥിര റബ്ബര്‍ വില വിദഗ്ദ്ധര്‍ ' കാരണം വന്‍ നഷ്ടം സഹിച്ചും ഈ രംഗത്ത് തുടരാന്‍ കര്‍ഷകരെ നിരർബന്ധിതരാക്കുകയാണ് . റബ്ബര്‍ ഇറക്കുമതിയിലൂടെ കിലോഗ്രാമിന് 42 രൂപ വീതം കേന്ദ്ര സര്‍ക്കാരിന് ലഭിക്കുമ്പോള്‍ അതില്‍ ഒരു രൂപ പോലും വില സ്ഥിരതയ്ക്കായോ കൃഷിഉത്പാദനത്തിനോ നൽകാറില്ല . സംസ്ഥാന സര്‍ക്കാരിന്റെ വിപണി ഇടപെടല്‍ കൊണ്ട് മാത്രമാണ് കര്‍ഷകര്‍ പിടിച്ച് നിൽക്കുന്നത് . അതുകൊണ്ട് മാത്രമാണ് ഇപ്പോള്‍ കിലോഗ്രാമിന് 150 രൂപയെങ്കിലും ലഭിക്കുന്നത് . എന്നാൽ ഈ പദ്ധതിയില്‍ പണം കിട്ടാന്‍ കാലതാമസം നേരിടുന്നുവെന്നതാണ് കര്‍ഷകരെ അലട്ടുന്ന വലിയ പ്രശ്നം.രാജ്യത്തെ റബ്ബര്‍ ഉല്പാദനത്തിന്റെ 92.3 ശതമാനം പങ്കുവഹിക്കുന്ന കേരളത്തിന് ഒരു വര്‍ഷം നഷ്ടമാകുന്നത് കേന്ദ്രസര്‍ക്കാരും ടയര്‍ വ്യവസായികളും കണ്ടില്ലെന്നു നടിക്കുകയാണ്.വിദേശ രാജ്യങ്ങളില്‍ ഹെക്ടറിന് 2.5 ലക്ഷം രൂപ വരെ കൃഷിക്ക് സബ്സിഡി നൽകുമ്പോൾ ഇന്ത്യയില്‍ ഉണ്ടായിരുന്ന 35000 രൂപ പോലും നിര്‍ത്തലാക്കിയിരിക്കുകയാണ്.ഉല്പാദനം കുറയുന്ന സീസണില്‍ ടയര്‍ കമ്പനികള്‍ റബ്ബര്‍ വാങ്ങിക്കൂട്ടുമ്പോഴും വില ഒട്ടും ഉയരുന്നില്ല. മുമ്പ് ചെറുകിട കര്‍ഷകരില്‍ നിന്നും റബ്ബര്‍ വാങ്ങി ഇടനിലക്കാര്‍ സ്റ്റോക്ക് ചെയ്യുമായിരുന്നു.വിപണിയിലെ അനിശ്ചിതത്വം നിലനില്ക്കുന്നതിനാല്‍ ഇപ്പോള്‍ അതും വ്യാപകമായി നടക്കുന്നില്ല.ടയര്‍ കമ്പനികള്‍ക്ക് വിതരണം ചെയ്യുന്ന ഡീലര്‍മാര്‍ ആഴ്ചയില്‍ ശരാശരി 2000 ടണ്‍ തോതില്‍ മാത്രമേ ഇപ്പോള്‍ വാങ്ങുന്നുള്ളൂ. സീസണായതിനാല്‍ ലാറ്റക്സ് വരവ് ഇപ്പോള്‍ കൂടുന്നുണ്ട്.കര്‍ഷകര്‍ക്ക് ഇപ്പോള്‍ ലാറ്റക്സായി വില്ക്കുന്നതാണ് ലാഭമെന്നതിനാല്‍ പലരും ഷീറ്റാക്കുന്നില്ല. അതിനാല്‍ ലാറ്റക്സ് വിലയും ചെറുകിട വ്യവസായികള്‍ നേരിയ തോതില്‍ കുറച്ചുകൊണ്ടിരിക്കുകയാണ്. റബ്ബര്‍ ഗവേഷണരംഗത്ത് ശ്രദ്ധേയമായ സംഭാവനകള്‍ നല്കിയ ബോര്‍ഡിന്റെ ഓഫീസുകള്‍ കേരളത്തില്‍ നിന്ന്
