नोटबंदी के फैसले के बाद जनधन खातों में काला धन जमा होने की आशंका के चलते आआरबीआई ने एक अहम कदम उठाया है...आरबीआई ने इन खातों से पैसे निकालने की लिमिट तय कर दी है। अब हर महीने जन-धन खातों से सिर्फ 10 हजार रुपये ही निकाले जा सकेंगे.. हालांकि, खास परिस्थितियों में इस सीमा से ज्याहदा रकम भी निकाली जा सकेगी.. बुधवार को आरबीआई की तरफ से आये बयान में बैंकों के मैनेजर को हिदायत दी गई है कि अगर किसी खातेधारक को महीने में दस हजार से ज्यादा निकालने हैं तो उसे अपनी जरुरतों का पूरा ब्यौरा देना होगा...रिजर्व बैंक के निर्देश में यह भी कहा गया कि लिमिटेड या नॉन- केवाईसी के तहत आने वाले खाताधारक हर महीने अपने अकाउंट से पांच हजार रुपये ही निकाल पाएंगे। यह लिमिट 9 नवंबर 2016 के बाद पुरानी करंसी के रूप में जमा की गई रकम के लिए है।

केंद्र सरकार ने जनधन योजना के नाम से एक महत्वाकांक्षी योजना शुरू की थी, ताकि देश के हर परिवार के पास बैंक खाता हो और आम आदमी को सरकारी योजनाओं का लाभ सीधे दिया जा सके...इसके तहत विशेष अभियान चलाया गया और करोड़ों खाते खुलवाए गए...लेकिन उस वक्त करोड़ों खातों में कोई पैसा नहीं जमा हुआ...लेकिन नोटबंदी के बाद अब इन खातों में कैश ही कैश चमक रहा है...आप ये जानकार हैरान हो जाएंगे कि नवंबर के बाद अब तक जन धन खातों में जमा राशि बढ़कर 64 हज़ार करोड़ के पार चली गई है... इस मामले में उत्तर प्रदेश सबसे आगे है..इसके बाद पश्चिम बंगाल और राजस्थान का नंबर आता है। वित्त राज्य मंत्री संतोष गंगवार ने लोकसभा में दिए लिखित जवाब में इसका ब्यौरा पेश किया है। उन्होंने बताया है कि उत्तर प्रदेश में सबसे अधिक 3 करोड़ उनासी लाख खाते हैं... यहां 10 हजार 6 सौ 70 करोड़ की राशि जमा हुई है। इसके बाद पश्चिम बंगाल का नंबर आता है, जहां 2 करोड़ 44 लाख खातों में 7 हज़ार 8 सौ 26 करोड़ रुपये जमा हुए हैं। राजस्थान का तीसरा नंबर है, जहां 1 करोड़ नवासी लाख खातों में 5 हज़ार 3 सौ 45 करोड़ रुपये जमा कराए गए हैं। वहीं बिहार में 16 नवंबर तक 2 करोड़ 62 लाख जनधन खातों में 4 हज़ार 9 सौ 12 करोड़ की राशि जमा हुई है...हालांकि अभी भी कई खातें ऐसे हैं जिनमें कोई पैसा जमा नहीं कराया गया है।

नोटबंदी के बाद नियमो में हो रहे लगातार बदलाव के बाद आरबीआई ने जनता को राहत देते हुए एक औऱ बदलाव किया है। नए नियम के अनुसार अब लोग अपने खाते से 24 हज़ार से ज्यादा रुपये निकाल सकेंगे। बताया जा रहा है कि आरबीआई ने ये नियम वैध रुपयों को जमा करने के लिए लोगों को प्रत्साहित करने के लिए किया है। इसके साथ ही सैलरी की तारीख नजदीक आने की वजह से आरबीआई ने चेक से निकासी पर छूट दी है। दरअसल पहले निकासी की सीमा निश्चित होने की वजह से कुछ लोग बैंकों में रकम नहीं जमा करा रहे थे। हालांकि निकासी को लेकर आरबीआई ने नई शर्त लागू की है। रिजर्व बैंक ने कहा है कि अगर कोई व्यक्ति अपने अकाउंट में आज से मौजूदा मान्य नोट जमा करता है, तो वो तय सीमा से ज्यादा भी निकाल सकता है। मतलब ये कि अगर कोई अपने अकाउंट में 10 हज़ार रुपए की मौजूदा करेंसी जमा कराता है तो वो हफ्ते में 24 हज़ार के अलावा 10 हजार रुपए और निकाल सकेगा। नोटबंदी के बाद से एक हफ्ते में अधिकतम 24 हजार रुपये निकासी की सीमा तय कर दी गई थी। वहीं आरबीआई ने साफ कर दिया है कि बैंको में अब नकदी की कमी नहीं है। बैंकों को पूरी रकम मुहैया कराई जा रही है। साथ ही आरबीआई ने कहा कि लोगों की परेशानियों को दूर करने की पूरी कोशिश की जा रही है और जल्द ही स्थिति सामान्य हो जाएगी।

एटीएम से कैश निकासी की सीमा हटाने के बाद अब जल्दी ही बैंक से भी रकम निकासी की सीमा खत्म की जा सकती है। अभी बैंको से 24 हजार रुपये निकाल सकते हैं। दरअसल आर्थिक मामलों के सचिव शक्तिकांत दास के मुताबिक बाजार में आई कैश की कमी लगभग पूरी हो चुकी है और आंशिक तौर पर देखें तो पैसे निकालने पर कोई प्रतिबंध नहीं है। उन्होंने कहा कि 'बचत बैंक खातों की हर हफ्ते 24,000 रुपये निकालने की सीमा को छोड़ दें तो कैश विदड्रॉल पर से सभी प्रतिबंध हटा लिए गए हैं। कुछ समय बाद यह प्रतिबंध भी हटा दिया जाएगा।' इसके साथ ही उन्होंने कहा कि करंसी की सप्लाई और प्रबंध करना रिजर्व बैंक की जिम्मेदारी है और केन्द्रीय बैंक ही बचत बैंक खातों से कैश निकालने की इस लिमिट को हटाए जाने पर निकट भविष्य में फैसला ले सकता है। आपको बता दें कि, इस हफ्ते की शुरुआत में रिजर्व बैंक ने घोषणा की थी कि करंट और ओवरड्राफ्ट अकाउंट और एटीएम से रोजाना कैश विदड्रॉल की लिमिट को हटा लिया गया है। इसके अलावा केंद्रीय बैंक ने यह भी वादा किया था कि आने वाले दिनों में साप्ताहिक रूप से कैश की स्थिति का रिव्यू किया जाएगा।

आरबीआई ने आज नई मौद्रिक नीति की समीक्षा जारी कर दी है और तमाम अटकलों पर विराम लगाते हुए ब्याज दरों में बदलाव का ऐलान नहीं किया है। इसके साथ ही बचत खातों से रुपये निकालने की सीमा 13 मार्च के बाद खत्म कर दी गई है। रेपो रेट को 6.25 प्रतिशत और रिवर्स रेपो रेट को 5.75 फीसदी ही रखा गया है। वहीं बाजार को उम्मीद थी कि कम से कम 0.25 प्रतिशत की कटौती होगी, लेकिन ऐसा कुछ नहीं हुआ। इस पॉलिसी के बाद अगली पॉलिसी तक होम और कार लोन के दरें घटने की उम्मीद कम है।
