തിരുവനന്തപുരം-കാസര്‍കോട് സമാന്തര റെയില്‍പാത ഈ വര്‍ഷം നിര്‍മാണം ആരംഭിക്കുമെന്ന് ബജറ്റ് അവതരണത്തിനിടെ ധനമന്ത്രി തോമസ് ഐസക്ക്
515 കിലോമീറ്റര്‍ പാതയ്ക്ക് 55,000 കോടിയാണ് ചെലവ് വരിക. കേന്ദ്ര സംസ്ഥാന പങ്കാളിത്തത്തോടെ കെ.ആര്‍.ഡി.സി നിര്‍മിക്കുന്ന പാത പൂര്‍ത്തിയായാല്‍ നാല് മണിക്കൂര്‍ കൊണ്ട് തിരുവനന്തപുരം-കാസര്‍കോട് യാത്ര സാധ്യമാകുമെന്ന് തോമസ് ഐസക്ക് അറിയിച്ചു. പിണറായി വിജയന്‍ സര്‍ക്കാരിന്റെ നാലാമത്തെ ബജറ്റാണ് ഇത്.
സംസ്ഥാനത്ത് ഇലക്ട്രിക് വാഹനങ്ങള്‍ പ്രോത്സാഹിപ്പിക്കും.
ഓട്ടോറിക്ഷകള്‍ മുതല്‍ കെ.എസ്.ആര്‍.ടി.സിവരെ ഇലക്ട്രിക് സാങ്കേതികവിദ്യയിലേയ്ക്ക് മാറും.പടിപടിയായി ഇലക്ട്രിക് ഓട്ടോകള്‍മാത്രമാകും. ഈ വര്‍ഷം 10,000 ഇലക്ട്രിക് ഓട്ടോകള്‍ക്ക് സബ്‌സിഡി നല്‍കും. ചാര്‍ജ് ചെയ്ത ഇലക്ട്രിക് ബാറ്ററികള്‍ മാറ്റാവുന്ന സ്ഥാപനങ്ങള്‍ നഗരങ്ങളില്‍ സ്ഥാപിക്കും. സ്വകാര്യ സംരംഭകരുടെ സഹായത്തോടെ ചാര്‍ജിങ് സ്‌റ്റേഷനുകള്‍ സ്ഥാപിക്കുമെന്നും ധനമന്ത്രി പ്രഖ്യാപിച്ചു.

നാല് മണിക്കൂർകൊണ്ട് തിരുവനന്തപുരത്ത് നിന്ന് കാസർകോട്ട് എത്തിച്ചേരുന്ന സെമി ഹൈ സ്പീഡ് റെയിൽ പാതയ്ക്കായി ഏറ്രെടുക്കേണ്ടിവരുന്നത് 3,631ഏക്കർ ഭൂമി!
കേരളത്തിൽ സ്ഥലമെടുപ്പിന്റെ ബുദ്ധിമുട്ടുകൾ കണക്കിലെടുത്ത് നഗരങ്ങളിൽ എലിവേറ്റഡ‌് പാത (തൂണുകൾ നിർമിച്ച് അതിന് മുകളിൽ പാളങ്ങൾ) നിർമിക്കാൻ ആലോചന. ഇതിലൂടെ നഗരങ്ങളിൽ ഭൂമിയേറ്റെടുക്കലും ഒഴിപ്പിക്കലും പുനരധിവാസവും സംബന്ധിച്ച തർക്കങ്ങൾ ഒഴിവാക്കാനാവുമെന്ന് കണക്കുകൂട്ടൽ. പദ്ധതി സംസ്ഥാന ബഡ്ജറ്റിൽ പ്രഖ്യാപിച്ചു. കേന്ദ്ര, സംസ്ഥാന സർക്കാരുകൾ ചേർന്നുണ്ടാക്കിയ കേരള റെയിൽ ഡവലപ്പ്മെന്റ് കോർപ്പറേഷനാണ് (കെ.ആർ.ഡി.സി എൽ) നിർമാണ ചുമതല. കാസർകോട് വരെ 515 കിലോമീറ്രർ ദൂരത്തിലാണ് ഇരട്ട റെയിൽപാത നിർമിക്കുന്നത്.ഭൂമി ഏറ്റെടുക്കലാവും നേരിടുന്ന ഏറ്രവും വലിയ പ്രതിബന്ധമെന്ന് അധികൃതർക്കറിയാം. അതുകൊണ്ട് നിലവിലുള്ള രണ്ടുവരി റെയിൽ പാതയോട് ചേർന്ന് പുതിയ പാത ഉണ്ടാക്കുന്നതിനെക്കാൾ നഗര പ്രദേശങ്ങളിൽ നിന്ന് മാറിയുള്ള പാതയ്ക്കാണ് കെ.ആർ.ഡി.സി.എല്ലിന് താത്പര്യം. 12,000 കോടി രൂപ ഭൂമിയേറ്രെടുക്കലിന് വേണ്ടിവരുമെന്നാണ് ഇപ്പോഴത്തെ കണക്കുകൂട്ടൽ. സ്റ്രേഷനുകൾക്ക് ഉൾപ്പെടെയാണിത്.
180 കി.മീറ്ററിൽ കൂകിപ്പായുന്നതായിരിക്കും ഈ ഹൈ സ്പീഡ് റെയിൽ
നേരത്തെ ഡി.എം.ആർ.സി നടത്തിയ പഠനത്തിൽ ഹൈ സ്പീഡ് റെയിൽ കോറിഡോർ പണിയാനായിരുന്നു തീരുമാനം. മണിക്കൂറിൽ 350 കിലോമീറ്രർ വേഗതയിൽ ഡിസൈൻ ചെയ്ത് ശരാശരി 300 കി.മീറ്രറിൽ ട്രെയിൻ ഓടിക്കാനായിരുന്നു പരിപാടി. ഒരു സ്റ്രേഷനിൽ നിറുത്തി പരമാവധി വേഗമെത്താൻ 10-15 മിനിട്ട് എടുക്കുമെന്നതിനാൽ വളരെക്കുറച്ച് സ്റ്രേഷനുകളേ ഇതിലുണ്ടാവുമായിരുന്നുള്ളൂ. ഇതിനോട് സർക്കാർ യോജിച്ചില്ല. തുടർന്നാണ് മണിക്കൂറിൽ 200 കിലോമീറ്റർ വേഗതയിൽ ഡിസൈൻ ചെയ്ത് 180 കിലോമീറ്ററിൽ പോകുന്ന സെമി ഹൈ സ്പീഡ് ട്രെയിൻ ആസൂത്രണം ചെയ്തത്.
ശരാശരി 125 കിലോമീറ്രർ വേഗതയുണ്ടാകും.
തിരുവനന്തപുരം, കൊല്ലം, ചെങ്ങന്നൂർ, കോട്ടയം, എറണാകുളം, തൃശൂർ, വളാഞ്ചേരി/തിരൂർ, കോഴിക്കോട്, കണ്ണൂർ, കാസർകോട് എന്നിവിടങ്ങളിലാവും സ്റ്രേഷനുകൾ. ഫ്രഞ്ച് കൺസൾട്ടൻസി കമ്പനിയായ സിസ്ട്രയാണ് ഇതിനായി സാദ്ധ്യതാ പഠനം നടത്തുന്നത്. അന്തിമ റിപ്പോർട്ടിന് മുമ്പ് മാത്രമേ സ്റ്റേഷനുകൾ എവിടെ വേണമെന്ന

തിരുവനന്തപുരം, കൊച്ചി, കോഴിക്കോട് എന്നീ നഗരങ്ങളിലെ ഡീസല്‍ ഓട്ടോകളാണ് നിരോധിക്കുന്നത്. വൈദ്യുതവാഹനങ്ങൾ പ്രോത്സാഹിപ്പിക്കുന്നതിന്റെ ഭാഗമായാണ് നടപടി. 2020 മാർച്ചിനകം ഇവ വൈദ്യുതിയിലേക്കോ സി.എൻ.ജിയിലേക്കോ മാറണമെന്നാണ് നിർദേശം. അന്തരീക്ഷമലിനീകരണം കൂടുന്നത് ഒഴിവാക്കാനാണ് നടപടി.
സിറ്റി പെർമിറ്റ് നിലനിർത്തണമെങ്കിൽ ഉടമകൾ പുതിയ ഇ-റിക്ഷകൾ വാങ്ങുകയോ സി.എൻ.ജി.യിലേക്ക് മാറുകയോ വേണം.
പത്ത് ഇ-ഓട്ടോറിക്ഷാ നിർമാതാക്കളുടെ മോഡലുകൾക്ക് സംസ്ഥാന മോട്ടോർവാഹനവകുപ്പിന്റെ അംഗീകാരം ലഭിച്ചിട്ടുണ്ട്. പൊതുമേഖലാ സ്ഥാപനമായ കേരള ഓട്ടോമൊബൈൽസിന്റെ ഇ-റിക്ഷ ഉടൻ വിപണയിലെത്തും. വൈദ്യുതി ഓട്ടോറിക്ഷകൾക്ക് നിലവിൽ പ്രഖ്യാപിച്ചിട്ടുള്ള 30,000 രൂപ സബ്‌സിഡിക്കു പുറമേ നികുതി ഇളവും പരിഗണനയിലുണ്ട്.
2000-നു മുമ്പ് പെട്രോൾ ഓട്ടോറിക്ഷകളാണ് സംസ്ഥാനത്ത് പ്രചാരത്തിലുണ്ടായിരുന്നത് ഇതിനു ശേഷമാണ് ഡീസൽ ഓട്ടോറിക്ഷകൾ വിപണി നേടിയത്. പരിസ്ഥിതി മലിനീകരണ നിയന്ത്രണ നിബന്ധനയുടെ ആദ്യഘട്ടത്തിൽപ്പെട്ട ഭാരത് സ്റ്റേജ് 1, 2 വിഭാഗത്തിൽപ്പെട്ട ഡീസൽ ഓട്ടോറിക്ഷകൾക്കാണ് നിരോധനം ബാധകമാകുക. വാഹനങ്ങളുടെ പുകപരിശോധനാ സംവിധാനത്തിലെ അപര്യാപ്തത കാരണം വൻതോതിൽ പരിസ്ഥിതി മലിനീകരണമുണ്ടാക്കുന്ന വാഹനങ്ങൾ നിരത്തിലെത്തുന്നുണ്ട്.ഇത് തടയാനാണ് നിയന്ത്രണമേർപ്പെടുത്തുന്നത്.
വൈദ്യുത വാഹനനയവുമായി ബന്ധപ്പെട്ട് സർക്കാർ പ്രസിദ്ധീകരിച്ച കണക്കുകൾ പ്രകാരം തിരുവനന്തപുരത്ത് 70,689-ഉം എറണാകുളത്ത് 58,271-ഉം കോഴിക്കോട്ട് 51,449-ഉം ഓട്ടോറിക്ഷകളാണുള്ളത്. ഇതിൽ പകുതിയിലധികം ഡീസലിൽ ഓടുന്നവയാണ്.പ്രധാനനഗരങ്ങളിലെ അന്തരീക്ഷ മലിനീകരണ തോതുകുറയ്ക്കാൻ പാരമ്പരാഗത ഊർജം ഇന്ധനമാക്കിയ പൊതുവാഹനങ്ങൾ നിയന്ത്രിക്കുന്നതിലൂടെ കഴിയുമെന്ന് വൈദ്യുതി വാഹനനയത്തിൽ പറയുന്നു. ആറുവർഷത്തിനുള്ളിൽ കെ.എസ്.ആർ.ടി.സി. ബസുകൾ പൂർണമായി വൈദ്യുതിയിലേക്കു മാറ്റും.ഓട്ടോറിക്ഷകളില്‍ സുരക്ഷിത യാത്ര ഉറപ്പാക്കാന്‍ പുതിയ സ
