मुंबई हमले में बॉर्डर पार से 10 हथियारबंद आतंकी शामिल थे। उन्हें ट्रेनिंग दी गई थी। उन्होंने 166 लोगों की हत्या कर दी जिसमें 26 विदेशी थे। भारत के कानून के मुताबिक मीर को आतंकी घोषित किया जा चुका है। अक्टूबर 2022 में UNSC के सभी मेंबर भारत आए थे और उन्होंने 26/11 हमले में जान गंवाने वाले मासूम लोगों को श्रद्धांजलि भी दी थी। UN के ऑफिस ऑफ़ काउंटर टेररिज्म की ओर से उन सभी पीड़ितों को श्रद्धांजलि देते हुए पेड़ भी लगाया गया जिन्होंने आतंकी हमले में अपनी जान गंवाई। लेकिन पछतावा इस बात का है कि अभी तक भी मुंबई हमले के पीड़ितों को इन्साफ नहीं मिला है।

Reacting to it, MEA said,'We are disappointed by this outcome. This has prevented action by the international community to designate the leader of (JeM), a proscribed and active terrorist organization which has claimed responsibility for the terrorist attack in Jammu and Kashmir on 14 February 2019.'
