    Multiple cybercriminal groups are leveraging a malware-as-a-service (MaaS) solution to distribute a wide range of malicious software distribution campaigns that result in the deployment of payloads. Like the organizations that they target, threat actors are also continuously working to identify new revenue streams. In recent years, we have seen the development of malware-as-a-service (MaaS) models. These are malware packs that can be bought off-the-shelf on the dark web, just like normal IT software is purchased. MaaS wouldn’t exist if it weren’t profitable: Threat actors always chase the money. It’s widely accepted that cybercriminals mainly turn a profit with ransomware when it’s used in targeted attacks, whether they be on government agencies, critical infrastructure, or large enterprises. It is, therefore, possible to infer that confidence in the potential success of ransomware attacks is increasing. This is a testament to the sophistication of both the malware itself and the exploit tactics used by the threat actors.



    Dubbed 'Prometheus' and available for sale on underground platforms for $250 a month since August 2020, the service is a Traffic Direction System (TDS) that's designed to distribute malware-laced Word and Excel documents, and divert users to phishing and malicious sites, according to a Group-IB report. More than 3,000 email addresses are said to have been singled out via malicious campaigns in which Prometheus TDS was used to send malicious emails, with banking and finance, retail, energy and mining, cybersecurity, healthcare, IT, and insurance emerging the prominent verticals targeted by the attacks. It also requires multi-factor risk prioritization that supplements scanning data with third-party data such as EDR, CMBD, network connectivity, OT security, threat intelligence, and more.     The National Critical Information Infrastructure Protection Centre in India, an organisation of the Government of India designated as the National Nodal Agency in respect of Critical Information Infrastructure Protection, has identified the following as ‘Critical Sectors’ – Power & Energy, Banking, Financial Services & Industrance, Telecom, Transport, Government and Strategic & Public Enterprises.

    All of these, which provide services that are essential to the day-to-day functioning of society, are hives of the most sensitive and confidential data that threat actors can easily be monetised on the Dark Web, driving further cybercrime and disruption.

    Unfortunately, the potential for widespread disruption has not gone unnoticed by cybercriminals. In India, close to seven critical infrastructure attacks have wreaked havoc for those within that industry – from the Oil India Limited ransomware attack in April, and in May on grounded SpiceJet flights, leaving passengers stranded for 4 hours, to Goa’s flood monitoring system in June and banking data breaches reported in August to the more recent cyberattacks on the AIIMS healthcare sector and resulting onslaught on Safdarjung Hospital in New Delhi, have left authorities understanding the need to prepare for an escalation in cyberattacks in future.

    This focus on critical infrastructure is intentional. Cybercriminals are fully aware of the impact that any disruption has on vital services, not just financially but also on public confidence. For example, in utilities, you cannot expect people to be without electricity or water, which means companies are more likely to pay in the event of ransomware.

    Hackers are also very observant and will strike during periods of unrest, for example using the ongoing energy crisis as an entry point for phishing or man-in-the-middle attacks.

    In 2022, #hacktivism accounted for 9% of the cyberattacks on the government sector. Hacktivism is a form of cyberattack where the hacker’s motivation is not financial gains but to promote a political agenda or protest against certain policies. Last year, attacks on China also increased due to its aggressive stance towards Taiwan and the Uyghur community.

    Attacks on government agencies in China declined to 4.5% of all attacks from 13.10% last year. On the other hand, in India, US, and Indonesia, the share of all attacks grew from 6.3% to 13.7%, 7.4% to 9.6%, and 4.6% to 9.3%, respectively,

    In addition to hacktivism, government agencies in India are also increasingly being targeted by phishing campaigns. As per CloudSek, ransomware groups were very active and accounted for 6% of the attacks on governments. LockBIT, which provides ransomware-as-a-service, was the most prominent ransomware operator. Its targets this year include government agencies in the US, Canada, and Italy. In November, a Russian national was arrested in Canada for alleged involvement in LockBIT ransomware campaigns in the US.

    Cyberattacks on government agencies are not new. Many of these attacks are state sponsored and are aimed at stealing sensitive information or cripple critical infrastructure of other countries.
