कम्युनिटी पुलिसिंग को बढ़ावा देने के लिये दिल्ली पुलिस की यह ख़ास पहल है जिसकी शुरुआत हुई है बाहरी दिल्ली से।
चौकीदार, सुरक्षा गार्ड और पुलिस मित्र की मदद से अपराध की रोकथाम और कानून व्यवस्था बनाए रखने के लिए बाहरी जिला पुलिस ने प्रहरी योजना के शुभारंभ पर कार्यक्रम का आयोजन किया। बुधवार के अमन विहार पुलिस थाने में आयोजित इस कार्यक्रम के मुख्य अतिथि पुलिस आयुक्त अमूल्य पटनायक थे। इस मौके पर पुलिस आयुक्त ने कहा कि अपराध को जनता की मदद से रोकना आसान है। इस दिशा में प्रहरी कार्यक्रम अच्छा और बेहतर कदम है। यह पुलिस के आंख और कान की भूमिका बेहतर तरीके से निभा सकते है। इन प्रहरियों को प्रशिक्षण देखकर शांति और कानून व्यवस्था को बनाए रखने में मदद ली जा सकती है। उन्होंने कहा कि इस तरह के कार्यक्रम---- प्रहरियों के मनोबल बढ़ाने और सुरक्षा व्यवस्था को बेहतर करने के लिए जरूरी है। आयुक्त ने प्रहरी कार्यक्रम की सराहना करते हुए कहा कि इस योजना को जल्द ही पूरी दिल्ली में लागू किया जायेग। कार्यक्रम में 1200 से अधिक पुलिस मित्र, चौकीदार और सुरक्षा गार्ड ने भाग लिया।.

इस ऑडियो को हम आपको पूरा सुना भी नहीं सकते। इस ऑडियो में जो आवाज गालियाँ और धमकियाँ देते सुन रहे हैं वो आवाज दिल्ली पुलिस के एक इंस्पेक्टर की है। इंस्पेक्टर सूर्य प्रकाश बहरहाल बाहरी दिल्ली के अमन विहार थाने में बतौर SHO तैनात हैं। इतनी बड़ी जिम्मेदारी वाले पद पर रहते हुए इनकी भाषा और धमकाने वाला ये अंदाज वाकई हैरान करता है।
महिलाओं को गन्दी गन्दी गालियाँ , क्षेत्र के पूर्व विधायक को भी गालियां ---- नशे के अवैध कारोबार का खुलासा करने वाले पर ही मुक़दमे की धमकी --- ये तेवर हैं SHO अमन विहार के।
हमने बात की संजय नाम के इस शख्स से जिसने विस्तार से बताया की ये धमकी भरे फ़ोन कॉल्स उसे SHO अमन विहार ने आखिर क्यों किया।
बाहरी दिल्ली के अमन विहार क्षेत्र में जुआ - सट्टा और नशे का अवैध कारोबार जोरों पर है। इस वीडियो में हम आपको स्मैक की खरीदे फरोख्त की तस्वीरें दिखा रहे हैं। ये तमाम सबूत पुलिस को भी मुहैया कराये जा चुके हैं , लेकिन हैरानी की बात है की पुलिस इन दोषियों के खिलाफ दबिश बढ़ने के बजाये शिकायतकर्ता को ही फांसने में लगी है।
कमरे के सामने पूरे रौब के साथ खुद SHO अमन विहार ने स्वीकार कर लिया की ये ऑडियो उन्ही की है और ये शब्द भी उन्होंने ही कहे हैं।

ताज़ा मामला बाहरी दिल्ली के अमन विहार का है --- जहाँ राकेश गुप्ता नाम के प्रॉपर्टी डीलर पर अप्रैल 2018 में बलात्कार का मामला दर्ज किया गया था। लेकिन मामला दर्ज होने के हफ्ते दिन के भीतर ही राकेश गुप्ता के पास पैसों की डिमांड के लिये कॉल्स आनी शुरू हो गई।
कभी ये कॉल पीड़ित लड़की का मुंहबोला फूफा करता ,
तो कभी उसके लोग और वो खुद आरोपी राकेश गुप्ता से मिल कर पैसों की डिमांड करते।
मामला दर्ज करवाने के बाद भी पीड़िता और उसके फूफा राजकुमार पांडेय ने राकेश गुप्ता को मिलने के लिये पहाड़गंज बुलाया --- और पैसों की डिमांड की।
ये पूरी घटना कैमरे में कैद हुई है।

दिल्ली में कम्युनिटी पुलिसिंग को बढ़ावा देने की मुहीम में आज एक और आयाम जुड़ गया जब आज रोहिणी में
दिल्ली पुलिस नॉर्दर्न रेन्ज की तरफ से प्रहरी कार्यक्रम के तहत 750 प्राइवेट सुरक्षा प्रहरियों के लिये एक विशेष कार्यक्रम का आयोजन किया।
इस कार्यक्रम की शुरुआत जॉइन्ट सीपी नॉर्दर्न रेन्ज , राजेश खन्ना के सम्बोधन के साथ हुई .
इन सभी प्रहरियों को दिल्ली पुलिस ने बाकायदा प्रशिक्षण देने का काम किया है जिसके बाद इन्हें रोहिणी जिला DCP के द्वारा शपथ भी दिलाई गई।
दिल्ली पुलिस कमिश्नर अमूल्य पट्नायक इस मौके पर बतौर विशिष्ठ अतिथी मौजूद रहे। दिल्ली पुलिस कमिश्नर ने प्रहरियों के बीच किट का वितरण भी किया और साथ ही अच्छा काम करने वाले प्रहरियों को सर्टिफिकेट और कैश रिवार्ड्स से भी सम्मानित किया गया।
पुलिस कमिश्नर अमूल्य पटनायक ने कम्युनिटी पुलिसिंग के महत्व और प्रहरी कार्यक्रम पर उपस्थित लोगों को सम्बोधित किया।
इस मौके पर सात सौ पचास प्रहरियों के अलावा सैंकड़ों की संख्या में पुलिस अधिकारी , आरडब्लूए प्रतिनिधी और फेडरेशन और आरडब्लूए रोहिणी के पदाधिकारी भी मौजूद थे। सभी ने दिल्ली पुलिस के 'प्रहरी' मुहीम की सराहना की और हर तरह से सहयोग करने की भी बात कही।
रोहिणी जिला डीसीपी ऋषिपाल ने बताया की कम्युनिटिंग पुलिसिंग और क्षेत्र की सुरक्षा व्यवस्था को चुस्त दुरुस्त रखने के लिये दिल्ली पुलिस , प्रहरी और नागरिक मिल कर काम करेंगे जिससे इस तरह की मुहीम को और बल मिलेगा।

घायल महिला कमलेश को सबसे पहले पूठ स्थित महर्षि वाल्मीकि अस्पताल में भर्ती कराया गया जहाँ से हालत गंभीर होने की वजह से उन्हें एलएनजेपी अस्पताल रेफर कर दिया गया।
कमलेश की हालत गंभीर बनी रही जिसके बाद उन्हें बालाजी एक्शन अस्पताल में भर्ती कराया गया है।

Association for Social Health in India (ASHI) is a Voluntary and Social Organization aiming at challenging those conditions that lead to exploitation of women and children for anti-social purposes by providing shelter for Destitute & Orphan children and arranging for their education, vocational training and rehabilitation are one of the Association’s main activities. The Governor of Haryana, their Chief Patron, visits the Home once a year to encourage and bless the children.
