श्री जयराम रमेश ने पत्रकारों को संबोधित करते हुए कहा कि अक्टूबर 2014 को डी.आर.आई (Directorate of Revenue Intelligence), जो वित्त मंत्रालय की एक संस्था है, ने घोषणा की थी कि कोयले के निर्यात के मामले में एक बहुत बड़ा घोटाला हुआ है और उसकी जांच की शुरुआत हुई है। पहली घोषणा अक्टूबर, 2014 में हुई, DRI ने एक बयान दिया कि कोयले के आयात में जो ऑवर इन्वॉयसिंग हुआ है, उसके बारे में जांच के आदेश दिए गए हैं। इसके बाद 31 मार्च, 2016 को DRI ने एक दूसरा बयान दिया और इस बयान में पहली बार ये जानकारी दी गई कि 40 कंपनियों के खिलाफ कार्यवाही के पहले जांच की जा रही है, 40 कंपनियाँ इस घोटाले में शामिल हैं और कुल मिलाकर 29,000 करोड़ रुपए का घोटाला है। ये DRI से दूसरी बार बयान दिया गया, 31 मार्च, 2016 को। 40 कंपनियाँ और ज्यादातर इंडोनेशिया से कोयले की खरीद में 29,000 करोड़ रुपए के घोटाले की जांच, DRI की ओर से यह बयान आया था।
