Explosive experts are attending a potential hostage situation at Tottenham Court Road in central London, Sky sources confirm.
There are reports that four people have been taken hostage at the building.
The man is reported to be angry he did not get an HGV Licence and walked into the building saying he had nothing to live for.
Police were called when the man was throwing computers and furniture from the building.
He is said to have a gas cannister tied to him.
A trained hostage negotiator is en route to the scene.
Hundreds of people have been evacuated from surrounding buildings.
Armed police are at the scene and the area is at a standstill.
Police have only confirmed that it is not a terrorist incident and 'a man who is causing a disturbance and criminal damage at an office building'.

A tsunami measuring slightly over 3 feet high hit the Ayukawa district of Ishinomaki at 6.02 pm local time, although there were no immediate reports of injuries. More tsunami warnings were in force for the rest of Miyagi Prefecture, as well as Aomori, Fukushima and Iwate prefectures.

Train services across much of north-east Japan were suspended for safety checks while aircraft scheduled to land at Sendai Airport - which was severely damaged and flooded after the last earthquake - were diverted to alternative airports.
The operators of the Fukushima nuclear plant reported that the quake had no impact on efforts to bring the crippled reactors under control. It was reported that emergency teams working at the reactors were temporarily evacuated from the site.

Late on Saturday night, vigilantes attacked three cattle traders in Kalkaji in South East Delhi. The case has been filed under the Prevention of Cruelty to Animals Act on a complaint filed by an NGO People For Animals (PFA) that is associated with Union minister Maneka Gandhi. The name of PFA volunteers has also come up in connection with the attack, a charge the organisation has denied.
