Congress Vice President Rahul Gandhi led the party's initiative to build the Manifesto for the 2014 Lok Sabha elections. The effort was to take the manifesto building process to every Indian and seek people's suggestions to take India forward. While more than a lakh people participated in online consultation process, thousands were directly involved in the process as Rahul Gandhi reached to various sections of the society.

The Manifesto was launched on March 26, 2014. Addressing the media during the launch Rahul Gandhi said that, 'We put your voice with depth in our manifesto for the first time. I would like to promise you and those people who are above the BPL and below the middle class, we will put them in the middle class. I would like to say to poor people that Congress party has built a strong base under their feet and we will strengthen that surface more so that you can feel there is space for you in India.' said Rahul Gandhi during the launch of Congress Manifesto.
