दिल्ली में अब सिर्फ एक मेयर होगा, तीनों MCD के विलय को मोदी कैबिनेट की मिली मंजूरी
दिल्ली के तीनों निगमों को एक करने के बिल पर मोदी कैबिनेट ने मुहर लगा दी है। अब सदन में यह विधेयक पेश किया जाएगा।
दिल्ली के तीनों निगमों को एक करने के बिल (MCD unification bill) पर मोदी कैबिनेट ने मुहर लगा दी है. अब इसी हफ्ते यह बिल संसद में लाया जा सकता है. संसद में पास होने के बाद दिल्ली में तीन की जगह सिर्फ एक मेयर होगा. इसके अलावा नॉर्थ, साउथ और ईस्ट के बदले एक सिर्फ एक ही निगम होगा।
केंद्र सरकार (Central Govt) ने दिल्ली के तीनों नगर निगम (Municipal Corporation) को एक करने का फैसला किया है. कैबिनेट ने इस फैसले पर मुहर लगा दी है. 2012 में नगर निगम चुनाव से पहले दिल्ली नगर निगम (Delhi Municipal Corporation) को तीन भागों में बांट दिया गया था. इसे तीन निगमों दक्षिण नगर निगम, उत्तर नगर निगम और पूर्वी नगर निगम में बांट दिया गया था. केंद्र सरकार के इस फैसले के बाद तीनों नगर निगमों को एक करने के साथ ही 272 वार्ड ही रखे जाएंगे, लेकिन मेयर का कार्यकाल बढ़ाकर कम से कम ढाई वर्ष किया जा सकता है. हालांकि, इस व्यवस्था में तकनीकी पेंच फंस सकता है, क्योंकि अभी की व्यवस्था के मुताबिक आरक्षण व्यवस्था का बड़ा पेंच है.
बता दें कि दिल्ली नगर निगम को तीन निगमों में विभाजित करने का प्रयोग अब तक असफल रहा है. नगर निगम को विभाजित करने के बाद से ही नगर निगमों के कामकाज में कोई खास सुधार तो नहीं हुआ, उलटे निगम वित्तीय संकट में इस कदर फंस गए कि कर्मचारियों को वेतन देना मुश्किल हो गया था. साल 2011 में जब दिल्ली की मुख्यमंत्री शीला दीक्षित थीं, तो उन्होंने दिल्ली विधानसभा ने एक प्रस्ताव पास किया था, जिसे केंद्र सरकार ने अपनी स्वीकृति दी थी. इसके बाद तीनों नगर निगमों का पहली बार चुनाव 2012 में हुआ. उस समय दिल्ली और केंद्र दोनों जगहों पर कांग्रेस पार्टी की सरकार थी और नगर निगम में भारतीय जनता पार्टी का राज था.
बताया जा रहा है कि दिल्ली सरकार का दखल निगम में बेहद कम करने के लिए मेयर-इन-काउंसिल व्यवस्था अपनाई जा सकती है, जिसमें मेयर और उसके पार्षदों को शहर के लोग सीधे चुनेंगे. अगर ऐसा होता है तो वह राज्य के सीएम अरविंंद केजरीवाल से ज्यादा प्रभाव वाला माना जाएगा, क्योंकि सीएम तो सिर्फ एक व
