തിരഞ്ഞെടുപ്പില്‍ വിജയിക്കാന്‍ ഇലക്ട്രോണിക് വോട്ടിങ് യന്ത്രങ്ങളില്‍ കൃത്രിമം കാട്ടാൻ കഴിയുമോ? കഴിയില്ലെന്നാണു തിരഞ്ഞെടുപ്പ് കമ്മിഷനും സാങ്കേതിക വിദഗ്ധരും പറയുന്നത്.തിരഞ്ഞെടുപ്പ് ഡ്യൂട്ടിയിലുള്ളവര്‍ക്കും വോട്ടര്‍ക്കുമല്ലാതെ പുറത്തുനിന്നുള്ള ഒരാള്‍ക്കു യന്ത്രത്തില്‍ തൊടാന്‍ പോലും സാധിക്കില്ലെന്നും കമ്മിഷന്‍ ഉദ്യോഗസ്ഥര്‍ വ്യക്തമാക്കുന്നു. കേരളം ഉദാഹരണമായി എടുത്താല്‍, മുഖ്യ തിരഞ്ഞെടുപ്പ് കമ്മിഷണറുടെ ഓഫിസാണു ബൂത്തുകളുടെ എണ്ണം അനുസരിച്ച് വോട്ടിങ് യന്ത്രങ്ങള്‍ കേന്ദ്ര തിരഞ്ഞെടുപ്പു കമ്മിഷനോട് ആവശ്യപ്പെടുന്നത്. വോട്ടിങ് യന്ത്രങ്ങള്‍ക്കു രണ്ടു യൂണിറ്റുണ്ട്. കണ്‍ട്രോള്‍ യൂണിറ്റും ബാലറ്റ് യൂണിറ്റും. വോട്ടര്‍ക്ക് ഉപയോഗിക്കാനുള്ളതാണു ബാലറ്റ് യൂണിറ്റ്. വോട്ടിങ്ങിനായി യന്ത്രത്തെ സജ്ജമാക്കാന്‍ പോളിങ് ഉദ്യോഗസ്ഥര്‍ ഉപയോഗിക്കുന്നതാണ് കണ്‍ട്രോള്‍ യൂണിറ്റ്. ആവശ്യമുള്ള കണ്‍ട്രോള്‍ യൂണിറ്റുകളുടെ 15 ശതമാനവും ബാലറ്റ് യൂണിറ്റുകളുടെ ഇരട്ടിയും സംസ്ഥാനങ്ങള്‍ സാധാരണയായി ആവശ്യപ്പെടും. ഉപകരണങ്ങള്‍ കേടായാല്‍ മാറ്റി സ്ഥാപിക്കുന്നതിനാണിത്.എല്ലാ തിരഞ്ഞെടുപ്പുകളിലും പുതിയ യന്ത്രങ്ങള്‍ ഉപയോഗിക്കാറില്ല. മറ്റു സംസ്ഥാനങ്ങളില്‍ ഉപയോഗിച്ചശേഷം വെറുതേയിരിക്കുന്ന യന്ത്രങ്ങള്‍ ഓരോ സംസ്ഥാനത്തെയും ആവശ്യത്തിനനുസരിച്ചു വിതരണം ചെയ്യും. രാജ്യത്തെ ഓരോ വോട്ടിങ് യന്ത്രത്തിനും പ്രത്യേകം നമ്പരുണ്ട്. ഒരു യന്ത്രത്തിനുള്ള നമ്പര്‍ ആവര്‍ത്തിക്കില്ല. യന്ത്രങ്ങള്‍ ഏതു സംസ്ഥാനത്ത് ഏതു സ്റ്റോര്‍ റൂമിലാണ് ഉള്ളതെന്നു കേന്ദ്ര തിരഞ്ഞെടുപ്പ് കമ്മിഷന്റെ കംപ്യൂട്ടര്‍ രേഖകളില്‍നിന്നു മനസിലാക്കാനാകും.കേരളത്തിലെ തിരഞ്ഞെടുപ്പാണെങ്കില്‍ ഇവിടെനിന്ന് ഉദ്യോഗസ്ഥര്‍ യന്ത്രമുള്ള സംസ്ഥാനത്തെത്തി തിരഞ്ഞെടുപ്പ് ഉദ്യോഗസ്ഥരുടെ സാന്നിധ്യത്തില്‍ യന്ത്രം സീല്‍ ചെയ്ത് വാങ്ങും.സബ് ഡിവിഷണല്‍ മജിസ്ട്രേറ്റിന്റെ സാന്നിധ്യത്തില്‍ പൊലീസ് അകമ്പടിയോടെ ട്രക്കുകളില്‍ കേരളത്തിലെത്തിക്കും. ഈ യന്ത്രങ്ങള്‍ തിരഞ്ഞെടുപ്പ് കമ്മിഷന്റെ സ്ട്രോങ് റൂമുകളില്‍ സൂക്ഷിക്കും. രാഷ്ട്രീയ പാര്‍ട്ടി അംഗങ്ങളുടേയും റവന്യൂ അധികാരികളുടേയും മാധ്യമങ്ങളുടേയും സാന്നിധ്യത്തില്‍, യന്ത്രങ്ങള്‍ ശരിയായി പ്രവര്‍ത്തിക്കുന്നു
