Uganda’s President Yoweri Museveni has defended the country’s new social media tax, saying Ugandans were using such platforms for “lying”, and squandering the nation’s hard currency on fees to foreign-owned telecoms firms.
In May Uganda’s parliament passed new tax laws that introduced a levy of 200 shillings ($0.05) per day for access to a range of online services.

President Yoweri Museveni is asking the US to advise Uganda's scientists about homosexuality, as he considers whether to sign a law increasing punishments.
Mr Museveni's spokesman said the president would not sign the law until he had received the scientific advice.
Last week he said he had decided to sign the Anti-Homosexuality Bill, which parliament has passed.
The US - one of Uganda's largest aid donors - has warned that enacting the bill would complicate relations.
President Barack Obama described it as an affront, and a danger to, Uganda's gay community.
BBC regional analyst Richard Hamilton says President Museveni is trying to please a conservative local constituency while avoiding alienating Western aid donors.
Homosexual acts are already illegal in Uganda. Under the proposed legislation, those convicted could face life imprisonment.
The law would also make it a crime not to report gay people.
'Abnormal'
In a statement, Mr Museveni said: 'I... encourage the US government to help us by working with our scientists to study whether, indeed, there are people who are born homosexual.
'When that is proved, we can review this legislation.'
Presidential spokesman Tamale Mirundi told Reuters news agency the bill would be on hold for now 'until more conclusive research is done, and that's what the president is saying'.

വാട്സ്ആപ്പ്, ഫെയ്സ്ബുക്ക്, വൈബര്,ട്വിറ്റര് എന്നിവയ്ക്ക് നികുതി ഏര്പ്പെടുത്തി വിവാദ തീരുമാനവുമായി ഉഗാണ്ട ഭരണകൂടം.ഗോസിപ്പുകളുടെ പ്രചരണം തടയുന്നതിനും വരുമാനമുണ്ടാക്കുന്നതിനുമാണ് ഭരണകൂടത്തിന്റെ ഈ നീക്കം.ജൂലായ് ഒന്നുമുതല് നിലവില് വരുന്ന പുതിയ എക്സൈസ് നികുതി ബില് അനുസരിച്ച് ഈ സോഷ്യല് മീഡിയ സേവനങ്ങള് ഉപയോഗിക്കുന്നതിന് ഉപയോക്താക്കള് പ്രതിദിനം 200 ഷില്ലിങ് (3.6 രൂപ) നല്കേണ്ടിവരുമെന്ന് ബിബിസി റിപ്പോര്ട്ടില് പറയുന്നു.സോഷ്യല് മീഡിയ ഗോസിപ്പുകള്ക്ക് പ്രചാരം നല്കുന്നുവെന്ന് ആരോപിച്ചാണ് ഉഗാണ്ടയുടെ പ്രസിഡന്റ് യൊവേരി മുസേവെനി സോഷ്യല് മീഡിയാ നിയമത്തില് മാറ്റങ്ങള് കൊണ്ടുവന്നത്. സോഷ്യല് മീഡിയ ടാക്സ് രാജ്യത്തിന് സഹായകമാവുമെന്നും അദ്ദേഹം പറയുന്നു.ഇതോടൊപ്പം നിരവധി പുതിയ നികുതി പരിഷ്കാരങ്ങളും ഉഗാണ്ട അവതരിപ്പിച്ചിട്ടുണ്ട്. 20 ലക്ഷത്തില് അധികമാളുകള് ഉഗാണ്ടയില് ഫെയ്സ്ബുക്ക് ഉപയോഗിക്കുന്നുണ്ട്.അടുത്തിടെ ഉഗാണ്ടയുടെ അയല് രാജ്യമായ താന്സാനിയ ബ്ലോഗര്മാര്ക്കും ഓണ്ലൈന് പ്രസാദകര്ക്കും 930 ഡോളര് ഫീസ് നിശ്ചയിച്ചിരുന്നു.വ്യാജ വാര്ത്തകള് പ്രസിദ്ധീകരിക്കുന്നത് കനത്ത പിഴയും രണ്ടുവര്ഷം തടവ് ശിക്ഷയും ലഭിക്കുന്ന കുറ്റകൃത്യമാക്കി കെനിയ പുതിയ സൈബര്ക്രൈം ബില് പാസാക്കിയിരുന്നു. ഇതിന് പിന്നാലെയാണ് ഉഗാണ്ട സോഷ്യല് മീഡിയ ഉപയോഗത്തിന് നികുതി നിശ്ചയിച്ച് ഉത്തരവിറക്കിയത്.
