മൂന്ന് ഘട്ടങ്ങളിലായി തടവുകാരെ വിട്ടയക്കാനാണ് കേന്ദ്രം തീരുമാനിച്ചിരിക്കുന്നത്. ഒക്ടോബര് രണ്ടിനാരംഭിച്ച ആദ്യ ഘട്ടത്തിലെ വിട്ടയക്കല് പൂര്ത്തിയായത് ഒരാഴ്ചയിലേറെ സമയമെടുത്താണ്. രണ്ടാം ഘട്ടം 2019 ഏപ്രില് 19നും മൂന്നാം ഘട്ടം 2019 ഒക്ടോബര് രണ്ടിനും നടപ്പാക്കാനാണ് കേന്ദ്രം ഉദ്ദേശിക്കുന്നത്.55 വയസിനു മുകളില് പ്രായമുള്ള 50 ശതമാനമോ അതില് കൂടുതലോ തടവ് ശിക്ഷ അനുഭവിച്ച സ്ത്രീ, ട്രാന്സ്ജെൻഡർ വിഭാഗങ്ങളില്പ്പെട്ട തടവുകാരെ വിട്ടയക്കും. കൂടാതെ 60 വയസിന് മുകളില് പ്രായമുള്ള 50 ശതമാനമോ അതില് കൂടുതലോ തടവ് ശിക്ഷ അനുഭവിച്ച പുരുഷ തടവുകാരെയും വിട്ടയക്കാന് സര്ക്കാര് തീരുമാനിച്ചിട്ടുണ്ട്.ഇവരെക്കൂടാതെ 70 ശതമാനത്തിലേറെ ശാരീക വൈകല്യമുള്ളവരേയും തീവ്രമായ അസുഖം ബാധിച്ചവരേയും, ശിക്ഷാ കാലാവധിയില് മൂന്നില് രണ്ട് അനുഭവിച്ചുകഴിഞ്ഞവരേയും വിട്ടയയ്ക്കാനായി പരിഗണിക്കുന്നുണ്ട്.അതേസമയം വധ ശിക്ഷയ്ക്ക് വിധിച്ചവരേയും വധശിക്ഷ ജീവപര്യന്തമായി കുറച്ചവരേയും വിട്ടയക്കില്ല. സ്ത്രീധന കൊല, ബലാത്സംഗങ്ങള്, മനുഷ്യക്കടത്ത് തുടങ്ങിയ കുറ്റകൃത്യങ്ങളില് ഏര്പ്പെട്ടവരെ വിട്ടയക്കില്ല.
