കേരളത്തിന്റെ വര്‍ഷങ്ങളായുള്ള ആവശ്യമാണു കേന്ദ്രം അംഗീകരിച്ചിരിക്കുന്നത്. പരിസ്ഥിതി പഠനത്തിനുള്ള അനുമതിയെ അണക്കെട്ട് നിര്‍മാണത്തിനുള്ള അനുമതിയായി വ്യാഖ്യാനിക്കരുതെന്ന് അധികൃതര്‍ വ്യക്തമാക്കുന്നു. മുല്ലപെരിയാറില്‍ പുതിയ അണക്കെട്ട് വേണമോ വേണ്ടയോ എന്നതിനെ സംബന്ധിച്ചുള്ള പ്രാഥമിക പഠനം മാത്രമാണിത്. പഠനത്തിന് ഒരു വര്‍ഷം വേണ്ടിവരും. അണക്കെട്ട് നിര്‍മിക്കാന്‍ ഉദ്ദേശിക്കുന്ന സ്ഥലത്തിനു പത്തു കിലോമീറ്റര്‍ ചുറ്റളവിലാണു പഠനം നടത്തുന്നത്. റിപ്പോര്‍ട്ട് കേന്ദ്രം അംഗീകരിച്ചാലും പുതിയ അണക്കെട്ടു നിര്‍മിക്കുന്നതിന് നിയമപരമായും രാഷ്ട്രീയപരമായും നിരവധി കടമ്പകള്‍ കടക്കേണ്ടതുണ്ട്. വനമേഖലയായതിനാല്‍ അണക്കെട്ട് നിര്‍മിക്കുന്നതിനു മുന്നോടിയായുള്ള പഠനത്തിനു പരിസ്ഥിതി മന്ത്രാലയത്തിന്റെ അനുമതി വേണം. മന്ത്രാലയം അംഗീകരിച്ച ഏജന്‍സികള്‍ക്കു മാത്രമേ പഠനം നടത്താന്‍ കഴിയൂ. വിദഗ്ധരായ ശാസ്ത്രജ്ഞര്‍ ഈ പഠന സംഘത്തിലുണ്ടാകണം. കേന്ദ്രം അനുമതി നല്‍കിയതോടെ, കഴിഞ്ഞ യുഡിഎഫ് സര്‍ക്കാരിന്റെ കാലത്താണ് പരിസ്ഥിതി പഠനം നടത്താന്‍ ഹൈദരാബാദിലെ പ്രഗതി ലാബിനെ ചുമതലപ്പെടുത്തിയത്. ഇതിനെതിരെ തമിഴ്നാട് സുപ്രീംകോടതിയെ സമീപിക്കുകയും രാഷ്ട്രീയ സമ്മര്‍ദം ചെലുത്തുകയും ചെയ്തതോടെ തീരുമാനം നീണ്ടു. പുതിയ അണക്കെട്ട് നിര്‍മിക്കാന്‍ പഠനം നടത്തേണ്ടതിന്റെ ആവശ്യകത സുപ്രീംകോടതിയില്‍ കേരളം ചൂണ്ടിക്കാട്ടിയിരുന്നു.
