जहां मर्जी आए, वहीं कचरा फेंकने वालों की अब खैर नहीं है। एनजीटी यानी नेशनल ग्रीन टिब्यूनल ने सार्वजनिक स्थानों पर कूड़ा फेंकने वालों पर 10 हजार का जुर्माना लगाने का फरमान सुनाया है।
….दरअसल प्रधानमंत्री नरेन्द्र मोदी के स्वच्छता मिशन को एनजीटी का समर्थन मिला है। एनजीटी के आदेश के मुताबिक यदि कोई सार्वजनिक स्थल पर कचरा फेंकते हुए दिखता है तो उसे तकरीबन 10000 का जुर्माना देना होगा। इसके साथ ही आदेश पारित करते हुए एनजीटी ने देशभर में ख़ासकर दिल्ली के कचरे को प्रदूषण का सबसे गम्भीर कारण बताया है। एनजीटी के अध्यक्ष न्यायमूर्ति स्वतंत्र कुमार की अध्यक्षता वाली पीठ ने कहा कि ठोस अपशिष्ट प्रबंधन कानून, 2016 के तहत सभी निकायों की जिम्मेदारी है कि कचरा उठाकर उसे सही तरीके से ठिकाने लगाया जाए, ताकि जनता के स्वास्थ्य पर इसका दुष्प्रभाव नहीं पड़ सके। हालांकि कचरे की समस्या को लेकर पीठ ने सख्ती दिखाते हुए कहा है कि जिन लोगों ने नियमों का सही तरीके से पालन नहीं किया उनको सजा देने के लिए तैयार रहना होगा। पीठ का कहना है कि इस मामले में पूरा बोझ सरकार और प्रशासन पर ही नहीं डाला जा सकता है, इसके लिए सभी को अपनी जिम्मेदारी निभानी होगी। एनजीटी की मानें तो दिल्ली से हर दिन 9,600 मीट्रिक टन शहरी कचरा निकलता है। इसके बावजूद नगर निगमों के पास इस कचरे को ठिकाने लगाने की कोई योजना मौजूद नहीं है।
