അധ്യയന വർഷത്തിന്റെ തുടക്കത്തിലേ സർവകലാശാലകൾ പരീക്ഷാ തീയതി ഉൾപ്പെടെയുള്ളവ ഉൾപ്പെടുത്തി കലണ്ടർ പ്രസിദ്ധീകരിക്കും.
എന്നാൽ, പലപ്പോഴും ഇത് നടക്കാറില്ല.ജനുവരി ഒന്നിന് വനിതാമതിൽ മൂലം സർവകലാശാലകൾ മുൻകൂറായി പരീക്ഷ മാറ്റിവെച്ചു. എട്ട്, ഒന്പത് തീയതികളിലെ ദേശീയ പണിമുടക്ക് മൂലവും പരീക്ഷ മാറ്റി. ഇതിനൊരു മാറ്റം ലക്ഷ്യമിട്ട് ജനുവരി മൂന്നിലെ ഹർത്താലിന് പരീക്ഷ മാറ്റാൻ സർവകലാശാലാ അധികൃതർ ആദ്യം തയ്യാറായിരുന്നില്ല. എം.ജി., കാലിക്കറ്റ് സർവകലാശാലകൾ പരീക്ഷ മാറ്റില്ല എന്നമട്ടിലാണ് ആദ്യം പത്രക്കുറിപ്പുപോലും ഇറക്കിയത്. എന്നാൽ, രാത്രി വൈകി വിദ്യാർഥികളിൽനിന്നും അധ്യാപകരിൽനിന്നും എതിർപ്പുണ്ടായതോടെ മാറ്റാൻ നിർബന്ധിതരായി.ഏകീകൃത പരീക്ഷ എന്നതാണ് ഉന്നതവിദ്യാഭ്യാസ കൗൺസിലിന്റെയും നയം.

ഓര്‍ഡിനൻസ് ഇറക്കുന്ന കാര്യം ഇന്ന് ചേരുന്ന മന്ത്രിസഭായോഗം പരിഗണിച്ചേക്കും. വീടുകൾ പാര്‍ട്ടിഓഫീസുകൾ കച്ചവട സ്ഥാപനങ്ങൾ എന്നിവക്കെതിരായ അക്രമം തടയാനാണ് നടപടി. അഞ്ച് വര്‍ഷം തടവ് ശിക്ഷയടക്കം കർശന വ്യവസ്ഥകൾ ഉള്‍പ്പെടുത്തി നിയമ നിര്‍മാണം നടത്താനാണ് നീക്കം നടക്കുന്നത്.
അടുത്ത മന്ത്രിസഭാ യോഗത്തിന് ഈ ഓര്‍ഡിനന്‍സ് കൊണ്ടുവരാനായിരുന്നു ആദ്യം തീരുമാനിച്ചിരുന്നത്.
എന്നാല്‍ അടുത്ത മന്ത്രിസഭാ യോഗത്തില്‍ നിയമസഭാ സമ്മേളനം സംബന്ധിച്ച് തീരുമാനമെടുക്കേണ്ടതുണ്ട്.
ഈ മന്ത്രിസഭാ യോഗത്തില്‍ ഓര്‍ഡിനന്‍സിറക്കുന്നതിന് ഭരണഘടനാ പരമായ തടസമുള്ളതിനാലാണ് ഇന്ന് നടക്കുന്ന പ്രത്യേക കാബിനറ്റ് യോഗത്തില്‍ ഓര്‍ഡിനന്‍സ് പരിഗണനയ്ക്കെത്തിച്ചിരിക്കുന്നത്.
