സംസ്ഥാനത്തെ യാത്രാബസുകളുടെ ഉപയോഗ കാലാവധി 15 വർഷത്തിൽ നിന്നും 20 ആയി വർധിപ്പിച്ചുകൊണ്ട് സർക്കാർ ഉത്തരവിറക്കി.
സ്വകാര്യബസ് സംഘടനകളുടെ നിവേദനത്തെ തുടർന്നാണ് നടപടി. അപകടങ്ങൾ വർധിച്ചതിനെ തുടർന്നാണ് ബസുകളുടെ ഉപയോഗ കാലാവധി 15 വർഷമായി 2004 ൽ സർക്കാർ നിജപ്പെടുത്തിയത്. പെർമിറ്റ് വ്യവസ്ഥയിൽ ഉൾപ്പെടുത്തിയാണ് ബസുകളുടെ ഉപയോഗപരിധി നിശ്ചയിച്ചത്. ഇതിനെതിരേ സ്വകാര്യബസുടമകൾ കോടതിയെ സമീപിച്ചെങ്കിലും സർക്കാർ തീരുമാനം ശരിവയ്ക്കുകയായിരുന്നു. ഈ തീരുമാനമാണ് ഇപ്പോൾ സർക്കാർ പിൻവലിച്ചത്.
ബസുടമകളുടെ സമ്മർദത്തെ തുടർന്ന് മോട്ടോർവാഹനവകുപ്പിന്റെ സാങ്കേതിക സമിതി ബസുകളുടെ ഉപയോഗപരിധി നിശ്ചയിക്കുന്നത് സംബന്ധിച്ച് മുമ്പ് പഠനം നടത്തിയിരുന്നു. ഇതിലും ബസുകളുടെ ഉപയോഗപരിധി കൂട്ടേണ്ടെന്ന നിർദേശമാണ് സർക്കാരിന് ലഭിച്ചത്. മലിനീകരണം വർധിക്കുന്നതിനാൽ പഴയവാഹനങ്ങളുടെ ഉപയോഗം നിയന്ത്രിക്കുന്നതിനുള്ള നടപടികൾ കേന്ദ്രസർക്കാർ ആരംഭിച്ച വേളയിലാണ് സംസ്ഥാന സർക്കാർ ഇളവ് പ്രഖ്യാപിച്ചത്.
15 വർഷത്തിലേറെ പഴക്കമുള്ള വാഹനങ്ങൾ നിരോധിക്കാൻ കേന്ദ്ര ഉപരിതല ഗതാഗതമന്ത്രാലയം നടപടി ആരംഭിച്ചിട്ടുണ്ട്. ഇതിനിടെയാണ് സംസ്ഥാന സർക്കാർ പ്രത്യേകിച്ച് പഠനമൊന്നും നടത്താതെ ബസുകളുടെ ഉപയോഗപരിധി നീട്ടിനൽകിയത്. കെ.എസ്.ആർ.ടി.സി.ക്കും തീരുമാനം പ്രയോജനപ്പെടുമെങ്കിലും പഴയബസുകൾ തുടർന്ന് ഉപയോഗിക്കുന്നത് സാമ്പത്തിക ബാധ്യതയാണെന്നാണ് കെ.എസ്.ആർ.ടി.സി.യുടെ നിഗമനം. ഓർഡിനറി ബസുകളുടെ ഉപയോഗപരിധി 15 വർഷത്തിനുമേൽ ഉയർത്താൻ കെ.എസ്.ആർ.ടി.സി.യും ആവശ്യപ്പെട്ടിരുന്നില്ല.
