સરકારની મહત્ત્વાકાંક્ષી વીજ બચાવો યોજના અંતર્ગત ગુજરાતના લોકોને ઉજાલા બલ્બ અને ટ્યુબલાઈટનું વેચાણ કરવામાં આવ્યું હતું. સરકાર દ્વારા સસ્તામાં અપાતા બલ્બ-ટ્યુબલાઈટની ત્રણ વર્ષની વોરંટી આપવામાં આવી હતી. પરંતુ બલ્બ-ટ્યુબલાઈટ ખરાબ થઈ ગયા બાદ GEB દ્વારા બદલી આપવામાં આવતા નથી, જેના કારણે લોકોમાં આક્રોશ જોવા મળ્યો હતો.
સુરતના કાપોદ્રા વિસ્તારમાં આવેલી GEBની મુખ્ય ઓફિસે લોકોએ હોબાળો મચાવ્યો હતો. લોકો છેલ્લાં ઘણા સમયથી ખરાબ થઈ ગયેલા ટ્યુબલાઈટ અને બલ્બ બદલવા માટે GEB પર આવતા હતા અને GEBના અધિકારીઓ દ્વારા લોકોને ખરાબ થયેલા બલ્બ અને ટ્યુબલાઈટ બદલી આપતા ન હતા. જે કારણે પરેશાન થયેલા લોકો દ્વારા કાપોદ્રા GEBની મેઈન ઓફિસ પર હોબાળો કરવામાં આવ્યો હતો.
લોકોએ અધિકારીઓને કહ્યું હતું કે હેલ્પલાઈનમાં ફોન લાગતો નથી અને ક્યારેક ફોન લાગે તો કોઈ ફોન ઉપાડતું નથી.
